Director of Commissioning Role - OPCC

Fixed term contract/ Secondment Opportunity – up to 12 months (to cover maternity leave)

The role of the Director of Commissioning is to lead the development and implementation of commissioning plans to support the Police and Crime Commissioner to deliver his commitments as set out in the Police and Crime Plan.

You will work with the police and other partners to drive new approaches to local justice, community safety and victims’ services. You will be responsible for developing policy to support the PCC’s objectives and the use of commissioning and convening powers to implement them.

Shortlisting will take place on the 26th January 2018

Interviews will take place on 31st January 2018

· Salary: Salary Scale J – SS51 to SS54 – £47,439 to £50,640

Parliamentary Review into Health and Social Care

Report from the Parliamentary Review into Health and Social Care. This report makes strong recommendations to Welsh Government about the direction of travel in relation to Health and Social Care.

The findings were reported at the Regional Partnership Board (RPB) by Carol Shillabeer. It is gratifying to see so much alignment in the recommendations with the Health and Care Strategy which has been produced by us in Powys. There is a strong agreement that Powys is in an advanced position in terms of having worked through some of the recommendations already in our Strategy. The next steps are about the "How" to implement. The RPB will be overseeing the implementation of both the recommendations and the Strategy.

Newtown Depression Busting Course

Gofal’s Journeys are running a Depression Busting Course in Newtown, Powys in February in partnership with Hafal and Cyfle Cymru Peer Mentoring service. The course will run over 2 days Monday 26th and Tuesday 27th February 10.00am - 4.00pm

The aim of the course is to enable people to manage their depression. It gives the opportunity to develop strategies for self-management as a means of maintaining long term health and wellbeing. Places are available to anyone over 18.

Welsh Blood Service

The blood donation session being held in the area of Powys are looking at ways of engaging with the community or through volunteer groups/businesses/schools/councils etc

http://bit.ly/2Aum77T for Brecon This really supports the clinic attendance.

At present there is only 3 % of the population donate blood and they need all the help and support of the communities that they attend to make the collection days a success. The blood service needs to collect 480 units every day to supply the 16 Welsh Hospitals in Wales and at times this can be extremely challenging for us.

They are constantly trying to improve attendance to these clinics.

New Powys Partnership Boards Established

As part of the ongoing work to simplify multi-agency partnerships in Powys and develop the partnership structure of Powys’ Regional Partnership Board (RPB https://tinyurl.com/ybkq9dm2) two new partnership boards have been created and have recently begun work upon their terms of reference and action plans.

· Children and Young People’s Partnership Group – This is in effect a refreshed and restructured version of Powys’ previous Children and Young People’s Partnership (which has been in abeyance for the past 18 months). Its purpose is to lead the collaborative development, delivery and transformation of services for children, young people and their families as set out by the Regional Partnership Board (RPB) and the Public Service Board (PSB).

· Older People’s Partnership Board: This is an entirely new Board that for the first time provides a local partnership body with responsibility to take forward the development and transformation of services for older people.

PAVO is working with partners such as PCC and PTHB to shape the development of these boards and their membership. We anticipate there will be arrangements agreed for third sector, citizen and carers representation upon these boards and further information about this will be circulated to PAVO members shortly.

Powys Third Sector Service Provider Forum and the Powys Social Value Forum

Both Fora will be having their first meetings of 2018 on Monday 22 January 2018 at Cefn Lea Conference Centre, Dolfor, Newtown.

Third Sector Service Provider Forum (9.30am- 1.00pm)

This meeting is open to all voluntary organisations and community groups. Even if you have not attended the Service Provider Forum before, the briefing session about Data Protection Changes and GDPT will be a useful opportunity to learn about these issues and how they will affect how your organisation needs to handle the personal information of your clients or service users.

· Data Protection and GDPT – This session will provide a summary of the implications of new data protection legislation & regulation for third sector organisations.

· Social Services in Powys – This will be a facilitated conversation with senior managers and cabinet members from Powys County Council regarding social services in the county, and will provide attendees the opportunity to discuss issues

Inaugural meeting of the Powys Social Value Forum (2.00pm – 4.00pm)

This is a new forum of Powys’ Regional Partnership Board that seeks to consider new ways of delivering services and has a particular commitment to social enterprise, co-production, co-operatives and user-led enterprises. The meeting is not just for voluntary organisations and community groups; your clients, service users and citizens are all welcome to attend as are members of local Public sector organisations and services.

· What do we know & what needs fixing? – This session will provide a summary of the Area Plan being developed for Powys and the emerging priorities in it.

· New ways of doing things – This session will allow consideration of establishing new, social value delivery methods to meet needs evidenced within the Area Plan.
