Update on NHS Future Fit from NHS Shropshire CCG and NHS Telford & Wrekin CCG

Carol Shillabeer, Chief Executive, Powys Teaching Health Board says:
I am very pleased to announce that NHS Future Fit has received confirmation from the Department of Health and Social Care in England that capital funding is available for the programme.

Importantly, this means that these vital proposals that aim to ensure the safety and sustainability of acute hospital services in Shropshire – which serve half a million people in north Powys, Shropshire, and Telford & Wrekin – can now proceed to public consultation, subject to final approval by NHS England.

We are working with NHS Shropshire Clinical Commissioning Group and Telford & Wrekin Clinical Commissioning Group (CCGs) to ensure that arrangements are in place to engage the people of Powys as part of this consultation as well as key partners in the health and care system. We look forward to sharing more information once details of the consultation are confirmed.

Hospital services in Shropshire are vital for many of our communities in North Powys so we will be encouraging communities and partners to get involved and have their say when consultation is launched later this year. NHS Shropshire CCG and NHS Telford & Wrekin CCG are delighted to inform you that the Department of Health & Social Care has today announced that the Shropshire, Telford & Wrekin STP will receive £300 million funding for the Future Fit programme to assist with the future reconfiguration of our local hospital services.

This announcement clears the way for NHS England to provide its final, formal approval for the CCGs to launch the Future Fit public consultation. Once the CCGs receive this approval, they will finalise plans and announce the start date of the consultation.

The public consultation will ask for people’s views on a proposed new model of care for the Royal Shrewsbury Hospital and Princess Royal Hospital which involves one hospital becoming an Emergency Care site and the other hospital becoming a Planned Care site.

When the consultation starts, the CCGs want to hear the views of people from across Shropshire, Telford & Wrekin and mid Wales on the two options:

Option 1: The Royal Shrewsbury Hospital becomes an Emergency Care site and the Princess Royal Hospital becomes a Planned Care site (This the CCGs’ preferred option)

Option 2: The Princess Royal Hospital becomes an Emergency Care site and the Royal Shrewsbury Hospital becomes a Planned Care site

Under either option, both hospitals would have an Urgent Care Centre that is open 24 hours a day, seven days a week.

Strength Against Abuse - C&YP Participation Project

Calan DVS has recently launched a new animated film ‘Strength Against Abuse’ which has been created by our lottery funded project BRAVE EIP, to support children and young people exposed to domestic abuse.

This animated film, a result from a participation project , sought to give the young people participating a voice on the topic of domestic abuse. The young people chose to translate their views and opinions into a 10 minute film, and had creative influence over its content and appearance.

The film is set out into five parts.

1. Introducing the participants and introducing the domestic abuse topic.

2. How do we make sure everyone knows about domestic abuse.

3. What did you think about and consider before you got help.

4. What do you need to happen when you experience domestic abuse.

5. Ending with last minute advice and sign posted contacts of further support.

Powys Teaching Health Board, in partnership with care homes and the voluntary sector is introducing Sage & Thyme training, a method of teaching the communication skills required to provide psychological support to people who are concerned or distressed, by recognising, listening and responding to their concerns.

This half-day foundation level training is relevant to all staff who manage complaints, from the very informal at ward or departmental level, whether this be from patients or staff members, to formal complaints through the 'Putting Things Right' process.

Hello and welcome to the Powys personal assistant newsletter. This newsletter will publish our latest client vacancies where you will have the opportunity to apply for a personal assistants position with one of our direct payment employers.

Working as a Personal Assistant in Powys:
Are you friendly, reliable and have a caring nature? Do you want to make a difference to someone’s life?

What are Personal Assistants?
A Personal Assistant (PA) is someone employed to provide support with daily living tasks for an individual assessed as needing assistance by social services. This is made possible by the individual in need receiving local council payments known as direct payments to employ their own support staff.

Personal Assistants duties can vary depending on the support needs of the individual including any of the following:
·        Personal care
·        Engaging in social activities
·        Domestic assistance
·        Accompanying to appointments

What are the benefits of working as a personal assistant?
Working on a one to one basis facilitates a more personal relationship and bond to be formed with your employer. It can be very rewarding enabling a person to have more choice and control over how they receive support, allowing them to live their lives as independently as possible.

Rate of pay differs between employers but PA’s are paid highly in comparison to similar roles in the Social Care Sector.
  
A range of working times, days and hours are available making it possible to fit around other commitments meaning there is a PA role to suit all those wanting to work as a PA.

You can also work for more than one employer and increase your working hours.

What is required to work as a personal assistant?
Each employer has differing needs so formal qualifications are not always necessary
However according to the employers in receipt of direct payments that People Plus supports, there are certain qualities essential for a PA which are:
·        Being reliable and having good time keeping skills
·        Being respectful
·        The ability to keep information confidential
·        A caring attitude
·        Flexibility

Whilst qualifications in Moving and Handling, and experience are advantageous, it has been recognised that the nature of the relationship and being trustworthy is more important as training can always be provided.

Hours and days by mutual agreement, a total of 32 hours per week available as a job share £9/hr. 

A full driving license and use of a car will be required. You must have business use on your insurance to be able to use the vehicle within work hours.

Jessica Sim, full time Behaviour Support in Heronsbridge School and mother. Works with 6 Children’s DP in Bridgend.

·         What interested you to work as a PA?
-         The Flexibility of the work
-         It’s a way of enabling families to have time for themselves or have a break and enables the children to experience things they may not be
able to experience with their families due to pressure to take them out. So it improves their quality of life.

·        How long have you been working as a PA?
-         4 years with one individual. Working with 6 individuals altogether now.

·        What does your role involve to help assist and empower your employer into independent living?
-         Basically just having fun with the children, so taking them out for the day to do fun activities like shopping or play.
-         I do some personal care in my role so help with feeding and toileting.
-         One of the most important things I do is engage with that child to help them gain social skills and more awareness and life skills ‘money awareness’. It’s all about building that child’s confidence and enabling them to have a fulfilling life. It’s really important in this job to be reliable and consistent as the children and their families incorporate you into their lives.

·        What benefits and rewards do you feel you get from working as a PA?
-         Seeing a child or young adult develop and being part of that is priceless, it’s a very fulfilling and rewarding job. You’re basically paid a wage, and a decent wage with a good mileage allowance to help people, which is great.
-         The job is very flexible, you work around the family and they will work around you which is unique in employment. Also, the additional work in the school holidays is great because my main job is in a school it’s good to have that consistent work all year round.
-         You also make amazing new friends and bonds with the children and their family.

·        What would you say to anyone considering PA work?
-         Go for it, it’s a very rewarding and fulfilling experience that gives a child and a family a life. It’s the best thing I’ve ever done and if I could do more PA work, I would.

· Transport and mobility
· Assistive Technology
· Eye health
· Wellbeing
· Leisure, hobbies, interests

There will be speakers from national and local organisations providing information on their services and plenty of time to share experiences or just listen to others.

Tea and coffee will be provided and you are more than welcome to bring a family member or friend with you.

What next for Dementia Friendly Communities in Powys?

Event to look at the future of DFC's in Powys. 
The event will be held on Tuesday 10th April 2018 from 10am – 3:30pm and is a free event at Theatr Brycheiniog, Canal Wharf, Brecon, Powys LD3 7EW and is jointly hosted by Ageing Well in Wales and Dementia Matters in Powys.​​

Aims of the Day:  To bring together people and organisations already working to make Powys more Dementia Friendly, and to build on some of the amazing work already taking place.

• meet and learn from others working to make their communities more Dementia Friendly

• bring together community groups and voluntary initiatives with key public and voluntary sector organisations and professionals

• reflect on what has worked, and determine how we can improve things going forward

• share good practice and sources of information

• explore ways of working together in the future

• identify key areas for future partnership work

Rural areas tend to report better health outcomes than urban areas, with higher life expectancy and lower rates of premature deaths. However, rural areas have challenges that can contribute to poorer health outcomes, and these may affect some locations and populations disproportionately.

We are keen to hear your views about some of the challenges that living in rural Wales poses for your health and wellbeing. The centre is looking to gain information which will be used to inform priority research areas for non-NHS interventions in rural health and social care.

Wales Art & Health Network Meeting - 21 March

Celf o Gwmpas is pleased to be hosting the next meeting of the Wales Arts and Health Network,  at Centre Celf next Wednesday 21st March. It is free to attend and open to any organisations and individuals who are interested in Arts & Health work.

WAHN (Wales Arts and Health Network) is made up of over 140 members, including academics, artists, arts organisations and health professionals who come together to network, share and hear about opportunities.

The Network Coordinator regularly attends Welsh Government Cross Party Arts and Health Group meetings and represents the sector. In 2016 the Network organised 'The Art of Health in Wales' at Celf o Gwmpas which attracted expert keynote speakers including Professor John Wyn Owen and Tim Joss, Aesop. Recommendations made at the symposium have been delivered and the Network are now invited to help shape a strategic programme of work for 2018-2019.

UK Disability Inclusion Training

‘Disability Inclusion Training’ is a six-hour workshop, aimed at people who coach, volunteer or lead within a sport or physical activity setting, and who want further theoretical information about how to be inclusive in their delivery. It includes a three-hour practical sports-hall based opportunity to apply the Inclusion Spectrum and the STEPS principles to a range of sports and games.

Monitoring & Evaluating your Organisation

Monday 23rd April (half day, Newtown)


Cost: £10 (PAVO members), £20 (Non PAVO members/Third Sector), £30 (All other/individuals)

Aims:  To enable participants to understand the purpose and application of monitoring and evaluation systems

Content:  The session will look at why organisations need to monitor and evaluate their work, who needs this information and how to put an evaluation framework in place which will help you report on your organisation’s achievements.

Learning outcomes:  By the end of the session, participants will understand:

· What can be measured

· The different methods of measurement

· How to design a simple monitoring and evaluation system

Preparing for Volunteers

Wednesday 23rd May (full day, Llandrindod)

Cost: £20 (PAVO members), £40 (Non PAVO members/Third Sector), £60 (All other/individuals)

Content: The course looks at what makes for a good volunteering policy and what this should include; also to what other policies might be

required in relation to volunteers. An overview is given of legal context for involvement of volunteers, with emphasis on the need to avoid unwittingly creating a contract of employment with volunteers and on the duty to keep volunteers safe.Learning outcomes:

By the end of the session, participants will:

· Be able to develop a volunteering policy

· Have considered what other policies might be necessary

· Understand key legal issues relating to volunteers

· Be able to identify volunteer roles and draw up volunteer ‘task descriptions’

Children’s Services Co-ordinator

£21,000 per annum, Dolfor, Mid Wales, 37.5 hours per week.

The Honeypot Children’s Charity offers both respite breaks and outreach support to young carers and vulnerable children aged 5-12, many of whom would otherwise have nowhere to turn.

At our two beautiful residential sites, children are able to choose from a range of ways to spend their break; swimming in our pool, playing on our adventure playground, riding bikes, visiting pets corner or baking special treats are just some of the ways in which these children are able to play, have fun, and make happy memories which they can cherish for years to come.

This is an exciting new opportunity for a highly organised, motivated and proactive individual to join the dedicated, passionate team at our beautiful site on the outskirts of Newtown.

The role will include liaising with referrers and with the families of young carers, organising staff rotas, planning travel for the minibus that collects then for their respite breaks and entering information on our database, as well as general office duties.

We are looking for someone with strong IT skills, and some experience in a busy administration role. Most importantly, you will have the flexible approach and a can-do attitude needed to work as part of our small team. You are likely to need a car, as we are based in a rural location.

Macmillan Cancer Support i-Hope course on-line

If you have or have had a cancer diagnosis, their FREE online pilot of our HOPE programme is designed to help with the emotional impact of cancer.

HOPE focuses on topics such as smarter goal setting, priorities and values, living positively with fears for the future, character strengths, physical activity, eating well, managing stress, coping with fatigue and finding things to be thankful for.

The programme will commence on Monday 23 April and will run for 7 weeks.

The commitment is a minimum of 2 hours per week, to suit you.

To take part in this pilot, you will need internet access via a desktop PC, laptop, tablet, smart phone or other suitable device.

It’s been just over three years since the launch of Ageing Well in Wales, and a lot has changed in that time. The Ageing Well in Wales network is now over 1,500 strong, representing over 500 different groups and organisations.

They want to know what parts of the Ageing Well in Wales programme you find most useful, and which areas of work you’d like them to focus on going forward.

Away day - Planning Powys Commissioning Approach - 26 March

We would like to invite you to a detailed planning session regarding the Commissioning Approach for Advocacy (Adults) in Powys.

Situation/Background:  We held an initial away day late 2017 to look at what the needs were in respect of Advocacy in Powys. We looked at the legislation requirements and current providers fed back their views on what a Powys wide service could look like. We spoke of the way other areas in Wales are approaching Advocacy service provision and that Powys had a unique perspective and opportunity in approaching Advocacy using a Whole System Approach.

We prepared a paper, collating information from our initial away day for the Regional Partnership Board to approve our direction of travel. This was agreed. A timeline with Actions was included in this paper, although some of the timescales have shifted due to adverse weather conditions, attendance capacity and other key factors. A revised timescale has been developed and will be shared at our next workshop.

Assessment:  A key action was to send out a survey to all Advocacy providers and ask for specific information about service provision and return this to the Golden Thread Advocacy Programme (GTAP) to ensure anonymity. We have now had a good response from 12 organisations/individuals. This includes Mental Health advocacy as well as thematic and community advocacy services. The data/information has been analysed and pulled into a report.

We now wish to share the results with you and need a more detailed planning session to collectively use the results to bring shape to the Commissioning Approach which will outline new service(s).

Recommendations/Next Steps:


Hold a second Engagement session with services/staff and people who have been in receipt of Advocacy Services - Date arranged Monday, 10:00 - 3:30 p.m. 26th March, Llandrindod.
Lunch/Refreshments are provided. Travel expenses will be paid for public representatives.
Commissioners from both the Health Board and Council will be at the meeting.
The Community Health Council will also be in attendance.
GTAP, Huw Davies will help facilitate the session.

This is an important opportunity to plan and jointly develop the Commissioning Approach for future Advocacy provision (Adults) in Powys.
