Powys County Council Home Support Project

I am delighted to forward to you the launch bulletin and supporting leaflets for the Home Support Services that have been developed or newly established as part of the Powys County Council Home Support Project.

Home Support aims to provide support and practical assistance an individual may need in their day-to-day life to stay living at home, safely and independently.

The Home Support pilots are based on an existing service operating in Rhayader, called Rhayader Home Support and have been set up in Llandrindod Wells to provide 24/7 cover for emergencies through community alarms (Careline) for those living in sheltered housing/receiving warden based services; in Llanidloes Town Centre and in the Knighton and Presteigne area.

Powys County Council proposes to start charging Blue Badge holders to park

Powys County Council is proposing to reduce this concession.
Why? The service has to find savings of £100,000 this year.  This figure contributes to a wider savings target of £2m for the highways, transport and recycling service and a council wide savings target of £8.5m. 
We are keen to find out the views of blue badge holders, family members and other residents and organisations who wish to express a view on the proposal.   
We would welcome your views by Monday 2 July 2018.

NHS Future Fit Consultation launched

The NHS Future Fit consultation has launched (30 May 2018) and people across north Powys, Shropshire and Telford & Wrekin are being asked their views on proposals for the future shape of hospital service over the border in Shrewsbury and Telford. Public consultation begins 30 May 2018 and ends on 4 September 2018.

The Welsh Government has published three consultations relating to Phase 3 of implementation of the Regulation and Inspection of Social Care (Wales) Act 2016.

The Act establishes a new system of regulation and inspection of social care that upholds the rights of Welsh citizens to dignified, safe and appropriate care and support.

We are consulting on improvements to the regulation of fostering services, adult placement services and, for the first time, of advocacy services in respect of children’s statutory advocacy.

Nest has launched a new website as it moves into the next phase of the scheme. As part of the wider Welsh Government website (gov.wales), the new Nest website address (nest.gov.wales) underlines its status as a Welsh Government scheme and provides additional reassurance to customers applying for help and assistance under Nest.

The new Nest website offers advice and guidance on how to apply to the scheme and features a new and improved partner section offering a number of resources to help you promote Nest. In this section you can find downloadable leaflets, posters, factsheets, logos and graphics. You will also find some copy on Nest for your website and guidance on how to credit Nest in your communications.

The Independent Review Panel has invited all Community and Town Councils, along with organisations, who have strong links within their communities, to open their doors to their community members of all ages, to enable them to come along and have their say regarding the review and the future of the community and town council sector in Wales.

These events will be taking place through May.

This would be a great opportunity for you to get involved and to meet a representative of your community or town council and for the younger members of the community to get involved.

New Digital Resources for Help Me Quit

It’s been over 1 year since the launch of Help Me Quit!!

They have recently produced some new videos explaining the offer of support to potential quitters as well as the importance for GPs and professionals to ask about smoking status and referring smokers for NHS expert support. The files are rather large, but they happy to send them through to you via 'We Transfer' if needed, please just email.

For ease, all the new and existing videos for Help Me Quit are now available on the Public Health Wales Video Channel via Vimeo. Vimeo allows you to link videos into presentations or embed onto online content such as websites, e-briefings and social media. Please utilise locally and share amongst your colleagues, networks and stakeholders. Forums for registered social care managers

Annual forums for registered social care managers are being held. They are an excellent opportunity for you to:

· hear about the latest developments in social care – qualifications, induction framework and values-based recruitment

· network and share information and ideas

· discuss current issues and feed into the development of future work, including practice guidance.

These are your forums – your opportunity to learn, keep up-to-date with new developments, share practice and connect with others. They can also contribute to your post-registration training and learning. They provide this opportunity to support you in your role as registered managers.

Citizens Advice Powys "Post Office Mystery Shopper"

Citizens Advice Powys uses mystery shoppers to improve access to post offices in Wales

Citizens Advice’s mystery shopping exercise of post offices in Wales has revealed accessibility concerns in over 1 in 5 (21%) of the 122 post offices visited by the charity.

After Citizens Advice Powys intervened, the following improvements have been agreed:

· Restricted access
· Disabled parking
· Temporary closures
· Privacy
· Level Access
· Bill payment procedure

Across Wales, Citizens Advice found restricted access in almost 1 in 5 (17%) locations, with cases of retail stock and fixed displays restricting the movement around the premises. Of the 6 post offices that are required to provide disabled access parking, 3 did not have dedicated disabled bays in place. The charity also found level access concerns in 6% of locations which included instances of steps, uneven thresholds or no ramps available.

Citizens Advice presented these accessibility concerns to Post Office Limited and as a result, they have committed to improving 100% of the post office locations in question. This includes ensuring disabled parking bays are put in place. Obstacles causing restricted access have already been removed in 20 branches and Post Office Limited is working with operators on lack of level access in 7 branches.

Citizens Advice is the statutory consumer watchdog for postal services in Wales and England. Since 2012, 484 post offices around Wales have been modernised or moved into new premises such as convenience stores, newsagents and pharmacies.

These changes have part of the Network Transformation Programme, a £1 billion programme of work designed both to help maintain the sustainability of the post office network by moving post offices into existing retail premises and retain or improve access for vulnerable consumers.

Chief Officer Stuart Chadbourne said: “We help many people in Powys who rely on postal services to sort their bills, benefits or stay in touch with friends and family. Post offices need to be accessible to everyone so we are proud to have improved access, particularly for older and disabled people, in post offices in Wales.”

New financial support for part-time study

Helping you to help your adult learners

The Welsh Government has introduced a new financial support package for part-time learners in Wales. From September, support will be provided to new adult part-time learners in the same way as younger full time learners. Grants and loans will be provided by Student Finance Wales to help with the cost of living, so learners can concentrate on their studies and not worry about finances.

This is a great opportunity for adult learners in Wales to get back into or progress their learning.
There’s a non-means-tested grant of up to £750 per year
There are further generous grants of up to £3750 for students based on their household income.
Tuition fee loans are also still available to help pay course fees

As Wales’ largest provider of part-time undergraduate study, we know a lot about the many and varied barriers people may have to studying part-time. We know that part-time students are more debt averse than younger full-time counterparts – many have mortgages, receive benefits, have existing debts and commitments, or are supporting their own children through university. Plus there are other issues like lack of confidence, little previous study or qualifications, support in taking that first step to university that many of our students face.

University Certificate Step Up to Management

Social Care Wales and the University of South Wales have worked together to develop a new ‘Step Up to Management’ programme. This course has been piloted and feedback from participants has been positive.

The course is aimed at staff in the following areas:
Adult residential care
Residential child care
Domiciliary care
Supported living
Day services

This course will become a pre-requisite for the new Level 5 leadership and management qualifications when the new suite of qualifications are rolled out in September 2019.

There will be a chance to discuss how you feel you are represented within society, create campaigns ideas and key messages aimed to challenge stereotypes and improve the aspirations and confidence of disabled women.
