Prior Information Notice (PIN) – Dynamic Purchasing System for Domiciliary Care Services for Powys County Council

Following consideration of a range of options for the future commissioning of Domiciliary Care Services for older and disabled adults, in conjunction with providers at a market engagement event in September 2017, it has been decided that a Dynamic Purchasing System (DPS) is the Council’s preferred option subject to a successful pilot.

Interested providers will be invited to complete a Pre-Qualification Questionnaire to ascertain their eligibility to provide Domiciliary Care Services for Powys County Council. All qualifying providers will be added to a geographic or specialist DPS and invited to bid for Domiciliary Care provision opportunities.

The DPS will remain open so new providers can complete the Pre-Qualification Questionnaire, along with any providers who wish to reapply following refusal due to not meeting eligibility criteria.

Further details including the Pre-Qualification Questionnaire will be provided when the Contract Notice is issued on Sell2Wales over the coming months.

The next stage will be to advertise the Contract Notice for the South (Radnorshire and Brecknockshire) of the County. If you wish to join the Dynamic Purchasing System (Approved Provider List) you will need to complete a Pre-Qualification Questionnaire via Sell2Wales, we plan to arrange an event where somewhere from Business Wales will be available to support you to do this, if required. In the interim if your company is not already registered with Sell2Wales I would encourage you to do so at https://www.sell2wales.gov.wales/

Presteigne Youth Project Youth Work Leader.

Presteigne Youth Project, an entirely independent volunteer run Youth Club, has been operating since 2011. It opens once a week on Monday evening from 6pm to 8pm during term time. The members are mostly in their last year at Primary School, and first year in Secondary School.

A core concept of PYP has always been that there should be a professionally trained youth worker present at sessions to support our volunteer youth workers.

The applicant would have to have certified training as a youth worker, be experienced in working with young people, and be capable of managing of a small team of volunteers (3-4 individuals). The applicant could be a volunteer if they wished, or could be paid a wage for 4 hours work a week. 2 hrs at the actual youth club session on a Monday from 6 until 8pm, during term time, the remainder off site preparing and planning club activities.

Patient or Carer Member on the Living With & Beyond Cancer Programme Board for Shropshire, Telford & Wrekin & Powys

Macmillan Cancer Support are working with the Shrewsbury and Telford Hospital Trust and our GP partners in primary care and the local council to improve services for people living with and beyond cancer over the next 3 years. We are setting up a Programme Board for our partners which will include a patient or carer member.

We are looking for an interested and enthusiastic patient or carer member to join us on our new Programme Board to assist us in improving and developing Living With and Beyond Cancer Services in hospital and increasingly in community settings.

You do not need to have any formal qualifications to apply for this role and no medical or clinical knowledge is required. We would love to hear from you if:
You have been treated for cancer, or have cared for someone who has received treatment for cancer, within the past 5 years. If you are a carer, this must be in a personal and unpaid capacity, rather than as a professional.

Or
You are a member of a voluntary and community sector service supporting people affected by cancer.

The commitment is to prepare for and attend 6 meetings a year which will take place in Shrewsbury and Telford. The overall commitment is expected to be about 4 hours a month with meetings lasting around an hour and a half and you will also need time for background reading and preparation in advance of each meeting. Full training and support will be given to enable you to participate fully our meetings and to develop good working relationships with other Board members.

This is an unpaid role but reimbursement to cover travelling costs will be paid. Dementia Support Worker - Talgarth

The Alzheimers Society are looking for an exceptional individual to join their Dementia Support team. You will provide support and guidance to people with dementia and their carers across South Powys, helping to maintain their independence, improving their sense of well-being, and putting them more in control of their lives. The service is unique to each service user as it is based upon their personal circumstances and support needs.

Update on Hywel Dda "Our Big NHS Change" consultation

Communities in mid and west Wales have made their voices heard as part of a 12-week consultation into the future of NHS health and care services.

Hywel Dda University Health Board has received an independent consultation report, detailing the extent and scope of views received during the consultation. The Health Board provided many different opportunities for people to voice their views, from completing formal questionnaires and writing in to attending events and face-to-face meeting, as well as debate on social media. The report provides the views of those who chose to respond and highlights some key issues for Board members to consider as part of their decision making.

The Health Board has chosen to publish that report before it is formally received by the Health Board at an extraordinary meeting, due to be held and webcast from Carmarthenshire County Council Chambers on Wednesday 26 September 2018, where a future service model will be discussed.

PAVO are holding a series of 'Mentor Meet & Mingle' events, where trustees throughout Powys have an opportunity to speak with mentors on a range of topics and follow up with further appointments where required.

The first event will take place on Wednesday 3rd October (evening) in the PAVO offices at Ddole Road, Llandrindod Wells.

Self Harm Research

Amanda Marchant is research assistant at Swansea University. She is currently running a study looking to learn more about self-harm with hope of approving the support available. It has been estimated that around half of young people who self-harm do not receive help from anyone. They want this to change. To do this they need to hear from people with lived experience. From this they hope to influence things like government spending and service provision. They want to make sure that help if available for everyone who needs it.

The study can be completed online at www.share-uk.co.uk and everything is completely anonymous.

Would you be able to help them raise awareness of this study? This could be through sharing of information on social media/websites, sharing of material at any groups/events or any other way you feel you could help. They are also looking for centres to act as data collectors using a pen and paper version of the study for people who may not have access to the internet or for anyone who does not want to take part online. REMINDER: About NHS Future Fit consultation- ends 11 September

NHS Future Fit aims to agree the future shape of safe and sustainable hospital services in Shropshire and Telford & Wrekin – working with communities and partners across Shropshire, Telford & Wrekin and mid Wales who rely on these services.

These proposals affect Royal Shrewsbury Hospital in Shrewsbury and Princess Royal Hospital Telford, which are the main acute hospitals for many residents of Montgomeryshire and north east Radnorshire.

About NHS Future Fit consultation

Public consultation began on 30 May and ends on 11 September.

During the 15-week consultation, there has been a programme of public exhibition event and pop-up events. Public meetings and events are being publicised on the consultation website at www.nhsfuturefit.org and we are also sharing information through our social media channels.

More details of the NHS Future Fit proposals

The proposals involve one hospital becoming an Emergency Care site and the other a Planned Care site. The Clinical Commissioning Groups believe this is the right approach because:

· Having a dedicated Emergency Care site would allow specialist doctors to treat the most serious cases in one place, which is proven to be safer, provide better results for patients and reduce the amount of time people have to stay in hospital.

· Having a separate Planned Care site would mean patients would wait less time for their appointments and beds would be protected for planned operations, meaning that it is highly unlikely operations will be cancelled due to emergency admissions.

In addition, both hospitals will have an Urgent Care Centre that is open 24 hours a day, seven days a week. This means that almost 80% of patients would continue to go to the same hospital as they do now for emergency and urgent care. At both hospitals, patients would also be able to access outpatient appointments, tests and midwife-led services.

The formal public consultation asks for people’s views on two options:

• Option 1: The Royal Shrewsbury Hospital becomes an Emergency Care site and the Princess Royal Hospital becomes a Planned Care site (Clinical Commissioning Groups have said this is their preferred option)

• Option 2: The Princess Royal Hospital becomes an Emergency Care site and the Royal Shrewsbury Hospital becomes a Planned Care site

Under either option, both hospitals would have an Urgent Care Centre that is open 24 hours a day, seven days a week.
