Hywel Dda University Health Board "Transforming Clinical Services" Programme seeks views from communities in western Powys

Hywel Dda University Health Board (HDUHB, which is the organisation responsible for Bronglais Hospital and other health services in Ceredigion) is currently undertaking a programme of engagement called “Transforming Clinical Services”. Clearly this may be an issue of interest to communities in the west who may look to Ceredigion for acute hospital and other health services, as well as to third sector organisations working in health and care in the area. I have sent this information direct to the County Councillors, as well as to Town & Community Councils, in the west of the county but wanted to ensure you were aware.

This programme aims to give people the chance to have their say on how they would like services to improve across the whole area served by HDUHB. This first stage is running until 15 September 2017 and is part of their longer term conversation about the future.

Launching the ‘Transforming Clinical Services’ programme, Bernardine Rees, Chair of Hywel Dda University Health Board, said:

“For all of our successes, we continue to face the same challenges time and again so what is needed is a bold and ambitious longer term plan to give us all the chance to really think differently. Most importantly we want to work together with local people so that they have the opportunity to shape and influence these plans right from the very start.

“Nothing has been decided and we are still in the early stages of our thinking, which is why I would strongly encourage everyone to take the opportunity to have their say. We have shared all that we have tried to do to improve the sustainability of our services, but now we need to develop a really clear view – taking on board every view, however bold – on what our part of the NHS needs to do over the coming years to really make a difference for our communities.”

To take part, they are encouraging people to read an issues paper prepared by HDUHB and answer an accompanying questionnaire (attached).

White Paper "Services Fit for the Future"

The Welsh Government has published for consultation, Services Fit for the Future, a White Paper which contains a number of proposals relating to quality and governance in health and care in Wales. The consultation will run until 29 September 2017.

PDAC Funding Opportunities

Powys Drugs and Alcohol Centres (PDAC) is a long established local charitable organisation which was formed to provide a wide range of support for individuals living in Powys who are dependant on drugs, alcohol or other substances.

PDAC are offering financial support to Powys based voluntary organisations and community groups which provide - or aim to provide - activities which complement our objectives through initiatives which:

support individuals (and their families) resident in Powys who are directly affected by alcohol or substance misuse or

provide preventative or diversionary activity or

raise public awareness of the issues around drug and alcohol misuse

Interested organisations (which we would expect to be registered charities or appropriately constituted groups) should contact the PDAC Company Secretary in the first instance for further details about how to apply for financial support; which is expected to amount to a maximum of £5,000 per organisation.

THE ROLF GERSTAD MEMORIAL FUND

The Rolf Gerstad Memorial Fund was established by Powys Probation Service in the late 1990’s in memory of Rolf who was Powys Drug and Alcohol Centres’ (PDAC) first outreach worker. Rolf worked throughout south Powys and demonstrated the value of an outreach approach in supporting those at risk from substance misuse and their families.

The Fund is now managed by PDAC.

PURPOSE:  The Fund supports individuals to enable them to undertake activities that may assist them in their recovery from substance misuse and help to improve their lives.

WHAT HAS BEEN FUNDED?
ü Registration fee for college course
ü Keep fit class fee
ü Contribution to driving lessons
ü Fishing equipment and permit
ü Training course materials

There are no strict limitations on what can be funded as long as it will contribute to the beneficiary’s well-being and progress.

NB The Fund cannot duplicate other sources of funding so if there is another way that activities can be funded this should be pursued before an application is submitted.

WHO IS IT FOR? Anyone whose life has been adversely affected by their drug and/or alcohol use may be eligible. Beneficiaries must be resident in Powys.

The post holder will support the Commissioner and Director of Wellbeing and Empowerment with specific work-streams and will play a key role in supporting the Wellbeing and Empowerment Team to deliver impactful change for older people.

The post holder will need to be proactive and flexible to be able to respond to changing priorities.

ACEs & Families First Learning & Recommissioning Event - POSTPONED

This is a diary marker for the Families First Learning & Recommissioning Event. The event will focus on the learning from the current programme and the requirements of the new Families First programme, with a specific focus on tackling Adverse Childhood Experiences (ACEs). You can find out more about ACEs and how they’re being tackled in Wales athttp://www.aces.me.uk/in-wales/

Over the summer and early autumn, they will be holding a series of workstreams to design the new programme. Anyone who wants to be involved in this critical process to shape prevention and early intervention for children, young people and their families should be invited to this event which will set the scope of the future programme. This event will specifically look at the recommissioning of Families First services in Powys, the Children’s First approach developing in Newtown and the potential to develop an ACE-focussed secondary school in the county. They really hope you can make it and please share this event with your colleagues who may be able to attend and input.

They appreciate that this date is during Royal Welsh Show week and in the middle of the CSSIW Inspection of Children’s Services yet they feel it will provide a useful briefing for those who may be meeting with the inspectors in the second week of their visit. To account for the Royal Welsh Show traffic, the session will run from 10.30am until 3pm at the latest. Please indicate whether you are able to attend as this will let us know if the event is viable by contacting children.youngpeople@powys.gov.uk

They can confirm that colleagues from the Adverse Childhood Experiences (ACEs) Hub from the national Public Health Wales Team set up by Welsh Government will be attending on the day. A full agenda will follow nearer the date.

Missing Voices - Why People Don't Vote

The Electoral Reform Society Cymru has launched Missing Voices, a project to learn why people don’t vote.

Missing Voices will find out how people feel about politics in Wales and why so many people still don't vote. ERS Cymru have partnered with the Open Government Network Wales, the Electoral Commission, Cymorth Cymru, the National Assembly and others to look into the issue.

The project will use methods such as online surveys, group chats, focus groups and vox pops.

Jess Blair, Director of ERS Cymru, said: 'The project will engage directly with people who sporadically vote or maybe have never voted before in their lives so that we can understand what needs to be done to make politics more relevant and more engaging. The information we collect will enable us to find a way to break down barriers that stop people voting and get thousands of missing voices in Wales heard.'

Invitation to Age Well in Powys reception at the Royal Welsh Show

An informal reception event at the Royal Welsh Show to share ideas and hear views about supporting people to Age Well in Powys.

It will take place on Tuesday 25 July from 1430 to 1600 in Twr Brycheiniog (Powys County Council’s building on the Royal Welsh showground). Located on Avenue E next to the main ring, immediately opposite the Principality building (ref grid F5)

This will provide an opportunity to meet Professor Vivienne Harpwood, Chair and                                
 fellow members of the Board of Powys Teaching Health Board, and colleagues across the voluntary & community sector in Powys.

Afternoon refreshments will be provided and hope to provide guests with the opportunity to hear about some of the innovative approaches in Powys to supporting people to have a thriving later life, to share your perspectives, and to meet local colleagues who are committed to helping ensure a healthy, caring Powys.

Whilst the reception is a free event, it does take place within the Royal Welsh Showground for which a ticket is required. This means that the event would be particularly suitable for colleagues who are already planning to attend the Show and who would appreciate a brief respite from the hustle and bustle with colleagues, cake and a cup of tea. Alternatively, tickets for the Royal Welsh Show can be purchased online or on the gate. During 2016-17, the Commissioner’s casework team helped hundreds of older people to have their voices heard and challenge the decision-making and practice of public bodies.

Through the Commissioner’s casework, a number of key cross-cutting themes have been identified, and the ways in which they could be addressed will be explored at a series of upcoming seminars.

The seminars will include presentations by a range of speakers working with and for older people, an examination of case studies covering a number of different issues and a Q&A session with an expert panel.

Who is the target audience?  The seminars are aimed at front-line staff working across the public sector, such as Local Authority Managers, Health Service Managers, Registered Social Landlords and Police Inspectors.

What are the objectives of these events?  These events will allow public sector staff to consider a number of cross-cutting themes that have arisen through the work of the Commissioner’s Casework team:

· Concerns over effective communication with older people and/or their families
· Meaningful consultation with older people relating to service provision and any proposed changes to service provision
· Inflexibility with processes which can create barriers to achieving a desired outcome
· Understanding the impact of decision making which can have a detrimental impact on the lives of older people

The seminars will also provide an opportunity for delegates to reflect on the current practice of their own organisations and the ways in which policy and practice could be enhanced to improve older people’s experiences.

A third Help Me Quit Stakeholder briefing has been published which describes the Help Me Quit referral routes for smokers and professionals.

Creating Age-Friendly Communities - 14 July - Welshpool
