Univeral Credit Introduction to Powys

Just over a month ago Universal Credit (UC) was introduced in Powys and several customers have transitioned across.

The process of support for people going into UC has not had a great take up nationally but they know that sometimes customers don’t advise the DWP of issues at the beginning but will present with issues later on.

The Money Advice and Support team in Powys council are responsible for the personal budgeting support and digital support for any customers that move across into Universal Credit.

So they just wanted to remind you, if you or any of your staff come across anyone going into UC and who are presenting with budgeting support needs or digital support needs to contact David Morris and or David Preece by email or phone.

They can pick up the referral if you want, or they are more than happy to work with you in the most appropriate way to ensure your relationship with the customer is maintained and for you to deal with the referral.

This is more about in the first instance ensuring the customer’s needs are met and also importantly so that they can ensure that the UC programme is kept fully aware of what is actually happening in Powys with dealing with needs of this sort.

They are looking to work with all their partners on a more cohesive Powys partners approach to budgeting and support work in the not too distant future so they hope they can start this initiative by working together at this early stage in this way.

Working in partnership to tackle fuel poverty

The Welsh Government’s Nest scheme aims to tackle fuel poverty by improving the energy efficiency of existing homes across Wales.

Nest provides free advice to help households reduce their energy bills, increase their income and improve the energy efficiency of their homes. The scheme also provides free home improvements for people in receipt of a means tested benefit that own or privately rent their home. These improvements can include a new central heating boiler, loft insulation, or cavity wall and solid wall insulation.

Between 2011 and 2015, over 68,000 householders have contacted Nest and 17,700 have received free home improvements and saved an average of £477 on their energy bills.

Nest complements a range of advice and support services and works with partner organisations, including local authorities and a range of charities and third sector bodies, to reach households in most need. The team of Nest Partnership Development Managers are able to provide presentations and training, and work with partners on joint events and targeted campaigns.

Partner organisations then refer customers to Nest by either signposting the Nest freephone number (0808 808 2244) and website (www.nestwales.org.uk), or by using the dedicated Partner Portal website which provides the partner with feedback on their referrals.

If you think Nest could complement your work and you would be able to help reach people in need of support, please contact your local Partnership Development Manager - Mid and South Wales (rhian.liddiard@est.org.uk), South East Wales (Daniel.StJohn@est.org.uk), North Wales (rick.ward@est.org.uk), or West Wales (peter.hughes@est.org.uk).

If your home is hard to heat, call Nest

The Welsh Government’s Nest scheme is there to help you keep warm and save money on your energy bills.

Nest is open to all householders in Wales and provides advice on saving energy, money management, energy tariffs, and benefit entitlement.

In addition to free advice, if you own or privately rent your home and you or someone you live with receives a means tested benefit, you may be eligible for home improvements at no cost. These may include a new central heating boiler, loft insulation, or cavity wall and solid wall insulation.

If your home is hard to heat, please contact Nest on Freephone 0808 808 2244 for free advice and to see if you are eligible for energy saving home improvements, or visit www.nestwales.org.uk for more information.

Putting Patients First - Shrewsbury & Telford Hospital NHS Trust

Please see below link for the December 2015 edition of the Putting Patients First newsletter from The Shrewsbury and Telford Hospital NHS Trust.

 http://www.sath.nhs.uk/media/news_archive/2015-12-December/151202-PPF.aspx

In a packed edition you will see that patients and staff at Shropshire’s two acute hospitals—and across Shropshire, Telford & Wrekin and mid Wales—are being asked for their views on how the Trust which runs them can maintain services in a safe, effective and dignified way while awaiting the outcome of the NHS Future Fit Programme. This was also discussed at the Trust Board meeting held on 3rd December 2015.      www.sath.nhs.uk

Update Women & Children's Services - Shrewsbury & Telford Hospital NHS Trust

Please find link below for the latest quarterly newsletter from the Women and Children’s Care Group at The Shrewsbury and Telford Hospital NHS Trust.

http://www.sath.nhs.uk/media/news_archive/2015-11-November/151130-WCnewsletter.aspx

In this newsletter you can read about the latest progress on the Children’s Assessment Service at the Royal Shrewsbury Hospital. Learning from the first year of operation, the weekend service is now fully integrated with A&E/UCC with a Children’s Doctor on duty in the Accident & Emergency Department at the Royal Shrewsbury Hospital (RSH) from 12noon until 10pm on Saturdays and Sundays. The Doctor provides a Children’s Assessment Service, supporting A&E clinicians to assess and treat children who attend the department.

This replaces the previous weekend service where children were referred to a separate Children’s Assessment Unit (CAU) in a different part of the hospital. As Director of Nursing and Quality, Sarah Bloomfield, says in the newsletter: “We’ve learnt so much from the first year of the Children’s Assessment Service at RSH. The needs are very different at the weekend from weekdays so it makes sense to provide the full service from within the A&E department and Urgent Care Centre. This is more convenient for children and their families, so that they don’t need to be referred to a different part of the hospital.” You can find more details on page 3. www.sath.nhs.uk

Heath and Care Standards (Wales) 2015 – Support From PAVO

In April this year the Welsh Government published their revised Health and Care Standards. In response PAVO has published an introductory guide ‘Health and Care Standards: What do they mean for my organisation?’ which aims to explain the context and relevance of the Standards to third sector and voluntary organisations and offer simple pointers as to where to go next. In addition to the guide PAVO has also refreshed its webpages regarding the Health and Care Standards.

PAVO is running a series of training events on the topic – across Powys and virtually as a webinar – to help organisations who wish to engage with the Standards. Additional web-resources include a self-assessment tool, due to go-live early in 2016, which will allow organisations to quickly and easily work out which of the Standards apply to their work. To receive PAVO updates on the tool and other materials becoming available over time sign-up here.

This work is being carried out by PAVO’s Intermediate Care Development Officer, George Stroud who can give bespoke information and support on this and other topics to organisations whose work helps older people, people with long term health conditions and their carers to maintain, or regain, their independence. PAVO’s Intermediate Care Volunteer Officer, Sally Yigit is also available to help health and social care organisations to recruit and support volunteers. You can contact George and Sally at:george.stroud@pavo.org.uk and sally.yigit@pavo.org.uk or by calling 01597 822191.

Making decisions and managing difficult situations

A diagnosis of dementia raises a range of practical and ethical issues, many requiring decisions to be made. As the condition of the person with dementia progresses, some of these decisions will fall to a carer. This factsheet offers guidance to carers on the relevant law (the Mental Capacity Act 2005). It then offers advice on how to approach decisions in a range of difficult areas.

Reminder of Event in Brecon - 26 November 2015:  http://pavohscn.blogspot.co.uk/2015/11/dementia-working-together-26-november.html

11th December - Strategic Equality Day

Please respond by 30th November.

'Have your say' event Friday 11th December. Tell us what fairness means to you.
10.30 - 3.30pm at the Hotel Commodore, Spa Rd, Llandrindod Wells, Powys LD1 5ER
Refreshments and a buffet style lunch will be provided.

What's it all about: Powys County Council, Powys Teaching Health Board, Dyfed Powys Police, Mid and West Wales Fire & Rescue and the Welsh Ambulance Service is hosting the event to give you the chance to get involved in the equality plans of public sector organisations. The organisations need to know what fairness means to you and how they can help in making Powys fairer.

Every year the organisations publish their progress against their objectives set out in the Strategy Equality Plan and a flavour of what we have achieved will be sent out prior to the event. No previous knowledge of the Strategic Equality Plan will be assumed and there will be plenty of opportunity for discussion and questions.

Who's going: Public sector organisations and a range of community groups representing diversity. They'd particularly like to encourage any individuals from any of the 9 protected characteristics. Please forward this on to anyone who you think might be interested in expressing issues relating to equality - the events are open to all members of the public and representatives of voluntary sector organisations.

Please secure your place by  Bets Ingram betsl@powys.gov.co.uk
If you have a transport need and will struggle to attend the event without this, please contact them in advance as they may be able to provide transport on the day, this will depend on need/availability.

Any questions, please contact Bets on betsl@powys.gov.co.uk or Sue Stavrides on 07887513169 or Susan.Stavrides@wales.nhs.uk

Boom Cymru - unsung heroes

Boom cymru are currently doing a little research for a programme that will be aired on S4C around Christmas. They will be taking a look at events that have happened over the year. They are scouring the length and breadth of Wales, trawling through regional press and contacting numerous organisations to find the best and most deserving heroes ( an unsung hero). They are looking for four really heart-felt and deserving stories of local heroes or small groups. These could be volunteers, fundraisers, carers, service men and women, lifeboat crew, great neighbours etc…. Their contributors ideally would be Welsh speakers.

For more information please contact boom cymru on: 029 22450 000

Advocacy Counts 5 - Finding out what advocacy is available to older people in Wales

Advocacy Counts 5 is the fifth in the series of reports highlighting what the provision of advocacy is for older people in Wales.

Age Cymru would be very grateful if you could take 10 minutes to complete this survey by clicking on the link below (1 competed survey per organisation please). Please complete the survey by the 1st December 2015.

https://www.surveymonkey.com/r/JWD7G9Z

Please circulate to anyone else you may know who provides advocacy to older people (including statutory providers) as we need to get the best possible picture of current provision.

The data will be used to assess the current situation with regard to advocacy provision for older people in Wales. Age Cymru will compare the data from this survey with previous Advocacy Counts reports as part of our ongoing work to improve access to independent advocacy for older people.

Your views and opinions gathered in this survey are important. They help to build a body of evidence that can be used to influence the development and sustainability of services. The evidence can highlight gaps in services, develop a Wales wide and a local view on availability which can be used to influence local service commissioners and funders.

In April 2016 the Social Services and Wellbeing Wales Act will be implemented. Part 10, Chapter 3 is about advocacy provisions, therefore it is important to understand the current advocacy landscape across Wales and what changes the Act will make to that for older people and for service providers. Your responses will help us to map out what that landscape looks like.

NEW: PAVO Trustee Network

2nd – 8th November 2015 is Trustees Week.

Trustees' Week is an annual event to showcase the great work that trustees do and highlight opportunities for people from all walks of life to get involved and make a difference.

The voluntary sector in Powys would come to a standstill without the support and hard work that trustees undertake, in order to enable groups and organisations to operate safely, efficiently and effectively.

Governance is an issue that affects any group, no matter what size it is. PAVO along with the Charity Commission is wholly committed to championing good governance in the sector, and trustees play an enormous part in enabling this to happen. In recognition of this, PAVO is setting up a Trustee Network in order to provide mutual learning and support to trustees of voluntary or community organisations operating within Powys (including charity trustees, management committee members and not-for-profit company directors).

The virtual network will ensure that members are kept up to date electronically with news, information, and developments in the field of governance and trusteeship.

The network will also:

· provide the opportunity for trustees to share learning and information about their experiences in fulfilling their governance roles

· provide a forum for determining the training and development needs of trustees.

· allow trustees the opportunity to be consulted and feedback on strategic policy developments.

The network will meet on an annual basis, so watch this space for the date of the first meeting.

We want as many trustees as possible to sign up to become a member of the network, so don’t delay, join today!

Let's All Knit Together - Care & Repair

Most of you will know someone who would be willing to knit a scarf to support Care & Repair; mums? Nans? Friends? Colleagues? Clients? Community groups? Schools? Could you set a challenge in your work place to be the first to complete scarf? Do you know someone who would like to support Care & Repair and organise a knitting event?

So here is the challenge to help get Care & Repair on the national fundraising radar. If each Care & Repair agency in Wales could find 5 knitters to knit a scarf, raise a £150 in sponsorship and post Care & Repair a `scarfie’ photo of someone looking great in their new scarf they will be on our way to success. All of the money raised (that’s 100%) will go into their hardship fund and help to ensure that when there is no finance available, there is somewhere for you to turn to keep older people warm, safe and comfortable. The first agency to raise £150 will receive a special reward!!!

Physical Disability and Sensory Loss survey seeks views

The pre strategy engagement consultation is now live on the Powys website.

Powys residents who have physical disabilities and/or sensory loss conditions and their families are being asked to take part in a survey to help shape the future of services provided for them.

A five year plan is being drawn up by Powys County Council and Powys Teaching Health Board to focus on key priorities and services for residents in the county. A first draft is due to be drawn up by December and views given in this pre-consultation survey will help shape and feed into this.

The survey is available on line at www.powys.gov.uk/haveyoursay until 16 November. Click on the title under the “pre-consultation” tab. Arrangements have also been put in place with Disability Powys for anyone with a visual impairment to do the survey over the telephone. The number to call is: 0800 988 1691.

A forum was established a few years ago by the Council and Powys Teaching Health Board to allow them to get a better understanding of the issues facing residents with physical disabilities and sensory loss. It is co-chaired by two Powys residents who continue to experience the challenges of living with specific conditions.

Cllr Stephen Hayes, Cabinet Member for Adults Services said:  “The forum has been instrumental in informing and shaping our thinking and understanding around the services people with physical disabilities and/or sensory loss access or need to access.

“Our five year plan will focus on such services and we would very much welcome any views and insights that individuals, families or professionals have about the draft priorities identified in the survey. Issues such as having more choice and control and improving employment opportunities are just two of the priorities we’re keen to progress during the next five years.”

Powys Befrienders Quality Mark

Powys Befrienders, which is a lottery funded project with PAVO (Powys Association of Voluntary organisations) has worked hard over the past nine months and recently been awarded the Qib in recognition of their safe and competent service which is run across Powys.

Launched by Befriending Network Scotland in 2010, Quality in Befriending [QiB] is a quality award specifically for befriending projects. The standards outlined in QiB link closely to the Befriending Code of Practice and the credit-rated Vital Skills in Befriending training course. Befriending Networks is a member of the Accreditation Providers Forum [APF] and QiB is listed in the APF’s Quality in the Voluntary Sector Guide.

QiB was developed by BNS with input from:

· Charities Evaluation Services (originators of PQASSO)
· the Accreditation Providers Forum
· a reference group of quality award providers and assessors
· a pilot group of 13 diverse befriending projects

QiB assesses the core work of befriending projects and does not aim to assess the wider organisation. The nine Practice Areas covered by QiB are:
client referrals, assessments and waiting lists
volunteer recruitment, assessment and selection
volunteer training
matching
reviews and ongoing support for clients and befrienders
endings
risk management and safety
project resources
monitoring & evaluation, and implementing change

The service has helped and supported many clients to improve their quality of life and has had measurable benefits on their independence and confidence.

Choose Well Week, 26-30 Oct

The Welsh Government launched a ‘Your NHS Wales - Choose Well’ campaign today (News article here). They are calling on the public to think carefully about how they use the NHS and find the right health services for their needs.

The campaign highlights the importance of self care in dealing with many minor illnesses, which can be treated at home with over-the-counter medicines and advice. It also highlights the various free services available, from NHS Direct, GPs, pharmacies, opticians and minor injury units, ready and able to treat a range of health conditions.

It asks people to only call 999 or go to their local Accident & Emergency unit if they have a life threatening condition that needs immediate medical attention, such as severe chest pain, choking, blacking out, major blood loss or a suspected stroke.

Not sure what NHS service to use? Download the app: http://www.choosewellwales.org.uk/

The Welsh Ambulance are running a social media campaign throughout this week, and they would be grateful if you would share this information with your colleagues and networks. Tell them how you have chosen well by tweeting pictures and comments to @WelshAmbPIH with #YourNHSWales.

Powys Budget Challenge – Public Consultation

As you may be aware from items in the local press and in this month’s PAVO E-Briefing, Powys County Council (PCC) is currently running an on-line public consultation exercise regarding the choices it faces in making £27m worth of savings over the next three years. The consultation runs until 30 November 2015

The exercise is being conducted using an on-line budget ‘simulator’ which allows respondents to set spending levels in key areas of the Council’s services and also see explanations of the practical impacts this will have upon those services.

The budget areas under consideration are:
Highways Transport and Recycling;
Adult Social Care and Housing;
Children’s Services; Schools; Culture and Recreation;
Central Support Services;
and Regeneration and Property.

A more detailed list of proposals for the services affected can be viewed at: http://tinyurl.com/nb5h8nz)

This consultation exercise is important for a range of reasons, including:
Many of the services being considered are important to the members and service users of a wide range of community and voluntary organisations.
Changes to PCC’s services will potentially have significant ‘knock on’ consequences upon the demand for services provided by community and voluntary organisations.
There is a strong emphasis upon PCC’s need to work more closely with others (particularly voluntary organisations and volunteers) in the future to meet current service needs or deliver them in new and different ways. However, there is no indication within the budget simulator of the Authority maintaining or increasing the funding and support necessary to make this practical.
The budget option for the Regeneration and Property budget includes the reduction of grant funding for voluntary groups

The consultation is targeted at Powys Residents, rather than organisations, so for this reason it is the number of responses (rather than who makes them) which is most likely to have an impact. For this reason you may wish to encourage the individual members of your community group or organisation to respond.

You can make your response at: https://powyscc.budgetsimulator.com/, it will take about 10 minutes to complete.

If you don’t want to do the simulator or have other ideas and comments to submit to PCC you can send them toconsultation@powys.gov.uk

Your organisation and members may also have other wish views and comments upon the budget options and proposals wishyou wish to share directly to your local county councillor and/or the Portfolio Holder responsible for the budget areas you may have a concern about. Their contact details are available at:http://www.powys.gov.uk/en/elections/find-out-who-my-councillor-is/
