Update from PtHB - NHS Telford & Wrekin and Shropshire Clinical Commissioning Groups

Update from Powys Teaching Health Board following last night's NHS Future Fit Joint Committee of NHS Telford & Wrekin Clinical Commissioning Group and Shropshire Clinical Commissioning Group
A joint committee of NHS Telford & Wrekin and Shropshire Clinical Commissioning Groups met 12 December 2016 and agreed that they were not yet ready to go to public consultation on proposals to reconfigure acute hospital services in Shrewsbury and Telford until further work is carried out.

This means that the two commissioning bodies in England have referred the proposals back to the NHS Future Fit Programme Board. We anticipate that a revised timetable for the work going forward will be agreed soon, including an external and independent review of the NHS Future Fit process.

The committee comprised six representatives nominated by NHS Telford & Wrekin Clinical Commissioning Group and six representative nominated by Shropshire Clinical Commissioning Group. It had been established in order to consider a recommendation from the NHS Future Fit Programme to proceed to consultation based on a preferred option which would see Princess Royal Hospital become the county’s main centre for planned care, Royal Shrewsbury Hospital become the county’s main centre for emergency care and Women & Children’s inpatient services, and both hospitals with an Urgent Care Centre which would continue to see the majority of patients currently seen by the existing A&E services at the hospital.

The six members of Shropshire Clinical Commissioning Group voted in favour of the recommendation whilst the six members of NHS Telford & Wrekin voted against. With the vote tied, the recommendation was passed back to the NHS Future Fit Programme for further work.

For communities in mid Wales –and across Shropshire and Telford & Wrekin – the prospect of changes to our valued health services is understandably a source of anxiety. This is also true for staff working in these services, keen for clarity on their futures given the years of debate without resolution.

Last night’s decision is disappointing. It means further delay in resolving the uncertainty facing hospital services, and further delay in progressing to a vital open dialogue with local communities through public consultation.

Decisions are needed, and they are needed fast, in order to ensure that Shropshire’s hospitals remain safe and sustainable today and for future generations. Doing nothing is not an option.

We remain fully committed to working with our colleagues across the border in Shropshire and Telford & Wrekin to secure the future, and to proceed swiftly to an open and transparent consultation process that offers all communities the opportunity to air their views.

Whilst this uncertainty continues, we remain keen to hear from local people so that we can continue to work with our partners in England to ensure safe and accessible healthcare for Powys communities.‎

Water bills to Severn Trent Water customers in financial hardship.

Big Difference Scheme based at the Citizens Advice in Coventry offers a significant reduction (up to 90%) in water bills to customers of Severn Trent Water who are in financial hardship.

All a client needs to be eligible is:
- Have a disposable income of £120 or less per month
- Be a Severn Trent Water customer

They can help clients reduce their bills to as low as £2.74 per month, whilst they save clients an average of £293 per year. It is a quick and easy online application process that takes no more than 10 minutes and we process applications results within 24 hours.

They hope to hear from you and discuss how they can help your clients further and hopefully book in some training so you can make online applications for your clients. Powys Citizens Advice are on board with their Scheme.

Council to extend Bupa residential care home contract

Powys County Council has agreed to extend its contract with Bupa Care Homes Ltd to continue to manage 12 residential care homes across Powys over the next two years, Powys County Council’s Cabinet has announced.

After renegotiating the contract, the council’s Cabinet was satisfied that the new variation to the existing contract made good business sense for the council and the Powys pound.

Councillor Stephen Hayes, Cabinet Member for Adult Services said; “The new contract offers Adult Services significant savings at a time when financial pressures on council services are severe.

Ruth Yates, Managing Director North & Wales, Bupa Care Services said: “We are proud of the high quality care that we deliver in these homes. We are pleased that we have reached an agreement with the council which allows sustainable and high quality services for residents to continue but which also recognises the financial pressures that the council faces.”

The current Bupa contract was due to expire in May 2017, and it was announced in September that the council would explore in principle the option of developing a Local Authority Trading Company (LATC) to manage and operate the homes from that date.

Councillor Hayes added: “Whilst an Outline Business Plan for the development of a LATC highlighted financial benefits and an opportunity to enhance our future residential care homes, negotiations with Bupa continued, resulting in an extension to the contract and a significant saving for the council.

“The new contract will give continuity of service, with Bupa continuing to manage the homes for a further two years. This period will give the council time to explore the potential of an LATC in greater depth.

"We will continue to listen and learn from people of all ages to understand how we can help them meet their future housing needs and lead a healthy, active and meaningful life.

“A future LATC will not only meet the needs of residents and families, but is an exciting opportunity to integrate social care services into the homes and wider community.”

PtHB & PCC Integration – Joint Strategic Appointment

Powys Teaching Health Board’s Chief Executive, Carol Shillabeer, will in addition to her current role take on that of Interim Strategic Director for People at Powys County Council, a joint statement announced 20 December 2016

She will assume the role with effect from 1st January 2017 on an interim basis. The role also includes the Statutory Director of Social Services responsibilities.

Professor Vivienne Harpwood, Chair of Powys Teaching Health Board, said: “We are determined to push forward the integration of our health and social care services, which will help us meet the growing demands of the county’s ageing population.

“This new interim arrangement recognises the strategic importance of integration to both organisations. It will allow us to build rapidly on the progress we’ve already made, and to work more closely together to decide the best way forward for integration in Powys.”

Councillor Barry Thomas, Leader of Powys County Council, said: “I am delighted that Carol will be taking on the role of Strategic Director of People alongside her role as Chief Executive of Powys Teaching Health Board. She is uniquely positioned to lead the integration of health and social care services in the county as we move into the exciting phase of collaborative working.

“An options appraisal will now identify the best delivery model for health and social services in Powys. This will ensure we use our combined resources most effectively whilst ensuring the best possible outcomes for our citizens.”

“As Carol will continue to fulfil her role as Chief Executive of Powys Teaching Health Board an Interim Operations Director will be appointed to support her in her interim role with the Council.”

PQASSO Essentials pilot

PQASSO helps third sector organisations take a systematic look at what they do, identify areas where they are doing well and not so well, and decide exactly where improvements are needed.

PQASSO covers all aspects of an organisation's work including governance, planning, leadership and management, managing people, managing money and outcomes and impact. Once an organisation has implemented PQASSO it can apply for the PQASSO Quality Mark, the external accreditation for PQASSO, which shows that the organisation has achieved the PQASSO quality standard at a particular level.

PQASSO Essentials is intended to help smaller, third sector groups and organisations that:
May never have reviewed their whole group or organisation and that want to do a basic 'health check' to know which areas they need to develop and strengthen
Want to start to introduce and embed quality and continuous improvement in their work
Need a framework to support the development of their group or organisation, and
Want to be more effective and efficient in how they work.

Commissioning, procurement and contracting – Expert Class

The Care Council for Wales would like to inform you of an exciting opportunity to learn about and explore different approaches to support outcome focused commissioning. There are limited places at 3 Expert Classes in January aimed those who have a role in commissioning services within health or social care.

The Care Council has contracted the New Economics Foundation (NEF) to support  commissioners and the third sector, to enable them to work to the aspirations of new legislation including the Social Services and Well-being (Wales) Act 2014 (the Act) and the Regulation and Inspection of Social Care (Wales) Act 2016.

What does this mean in practice? - that the health and social care sectors need to design, procure and deliver services in a very different way; one which focuses on early intervention and prevention and requires collaboration, co-production, and outcomes focused commissioning. These concepts are not new, but their application to commissioning can seem daunting and difficult to administer.

NEF will be running a series of expert classes for you to shed light on how this new approach to commissioning can be delivered and achieved. We will introduce you to practical tools and examples as well as personal and real-life stories to bring the approach to life, whilst building on existing local resources. You will be learning within an open, collaborative space where your reflection and insight are as valuable as the new concepts presented.

This class will help to enhance your expertise and skills and challenge some of the more traditional concepts and practice shared by the commissioning and procurement worlds.

The Expert Classes will be held  from 9.30 – 4.30 on:

24 January 2017 - Care Council for Wales, Cardiff
25 January 2017 - Ffos Las, Trimsaran, Carmarthenshire

Discretionary Housing Payments

You are reminded that that Discretionary Housing Payments (DHP’s) are available to help people living in Powys who need extra help with rent or other one off costs associated with rent or tenancy. Latest reports on the Discretionary Housing Payment fund within Powys for 2016/17 show that there has been a reduction in the number of applications compared with previous years and they want to ensure that the best use of this fund is made.

If you are aware of clients who have been affected by the Benefit Cap or who may be in rent arrears or require additional financial support with rent or tenancy costs, please refer them to the online application form here http://www.powys.gov.uk/en/benefits/apply-for-benefits/discretionary-housing-payments/ or alternatively paper applications can be completed and they will do our best to fast track the applications between now and the end of March 2017.

Priorities for the Third Sector Partnership Council for 2017/18

The Third Sector Partnership Council (TSPC) Working Group has commissioned a survey to gather the views of TSPC network members on the strategic, cross-cutting priorities for influencing during the fifth Welsh Government. Feedback will help the TSPC Working Group to choose the two most popular issues to focus on for 2017/18.

Please take five minutes to complete a: Survey on Priorities for the TSPC for 2017/18.
The survey is open from 12 December 2016 – 13 January 2017. The results will be analysed and considered by the TSPC working group in spring 2017 and progress will be reported through TSPC networks and via WCVA’s website and Network Wales magazine.

Health and Care futures event outputs from 2 December Event

As described at the event on 2 December, this is an early step on the journey to create a health and care system fit for future generations in Powys. Your input and ideas will be reflected in the strategy which is due to be approved by PTHB Board and PCC Cabinet in March 2017. They will send a draft version of the strategy in January 2017 for comment and feedback. Photographs and visual minutes generated at the event will be used in the strategy.

Dementia Matters in Powys/PAVO Job Vacancy

Dementia Matters in Powys (DMiP) is a newly established organisation that has grown out of the grass roots initiative, Brecon Area Dementia Friendly Community.

DMiP is seeking to recruit the following in conjunction with PAVO, who will initially host the post:

South Powys Dementia Friendly Communities Development Officer

to establish networks and effective relationships across South Powys to facilitate the creation and development of Dementia Friendly Communities, working cooperatively with all relevant parties and organisations, sharing and spreading good practice and lessons learned across Powys and from other
communities within the UK.

This 35 hours per week post is funded by the BIG Lottery and is initially for a fixed term of one year.

Salary:- £24,717 per annum

Twice a Week Bus Service for Builth Wells

Llanwrtyd Wells Community Transport will be offering a door to door bus service twice a week for the Builth Wells area.

This will begin from the 12th December 2016 for a 3 - 6 month trial

The Service will run Monday & Wednesday

The bus will pick up from anywhere in Builth Wells and drop off at the Groe and Co-Op.

This is a dial-a-ride service, so must be booked a minimum of 24 hours in advance.

They offer a door to door service and help with carrying any shopping you may have.

All services are wheelchair accessible.

The Bus will be dropping off at the Groe at approx. 10:30am and collecting again at 12:30pm giving 2 hours to do what you want.

The bus will cost £4.00 return each journey (thee can’t accept bus passes as payment due to the nature of our permit use.)

Due to their licence restrictions this service is for members of the LLWCT scheme only. Before you can access the service you must become a member of the scheme.

Influenza Vaccines

The annual influenza vaccines are currently available. This is a free vaccinations for anyone within the eligible group.

The immunisation coordinator for Powys would very much like an opportunity to attend one of your session/ groups to offer information regarding the influenza vaccination, where she would be able to share up to date information and answer any questions.

The following are the risk group which are eligible for the free vaccinations:

· Aged 65 or over
· Are pregnant
· A carer
· Live in a long-stay residential or nursing home
Or
· or long-term condition such as
· heart, liver or kidney disease
· lung or chest condition
· diabetes poorly functioning spleen or no spleen
· suppressed immune system
· neurological disease including stroke
· have a Body Mass (BMI) of 40 or over.

However,she would not expect all group members to fit the above criteria, but sharing information regarding influenza vaccination would be beneficial and of interest to all.

Great news about Bags of Help – The community grant scheme from Tesco

Groundwork North Wales are working with Tesco to transform green spaces across North Wales for everyone to enjoy. Now, the Tesco Bags of Help grant scheme has changed and will be permanently open for applications from community groups!

There are also a number of other exciting changes to the scheme.

Bags of Help will now see the money raised by the 5p bag charge in Tesco stores in England, Wales and Scotland opened up to a greater range of projects that support community participation in the development and use of open spaces.

Projects that will now get the green light as a result of the funding will include volunteer training, physical improvements of open spaces, equipment purchases, community events and sports and leisure activities.

Following a public vote, three projects in each of the Tesco regions will receive a grant each month, with first place receiving up to £5K, second place up to £2K and third place up to £1K.
