Residential Care Homes to transfer over to a Local Authority Trading Company
You will be aware of the council’s recent announcement with regards to the residential care homes.
Please see below press release. The decision is at this stage is only to investigate the proposal further, and a final decision in December.
People living in a care home will not see any changes in their service, or their carer. Bupa will continue to run the service as normal.
Management and operation of council-owned Residential Care Homes
Powys County Council’s Cabinet has agreed in principle the development of a Local Authority Trading Company to run the 12 council-owned residential care homes from May of next year.
Council-owned residential care homes have been run by Bupa Care Ltd for the past 15 years across Powys. The contract with Bupa is due to expire in May 2017 following a one year extension.
The decision to develop a Local Authority Trading Company has the potential to stabilise the current market and position itself as a driving force in the development of residential care services across Powys.
Councillor Stephen Hayes, Cabinet Member for Adult Services said; “The decision to commission Bupa to deliver our residential care on our behalf was the right choice at the time, and they have successfully delivered a high level of care over this period of time.
“However the financial and demographic pressures alongside national and local policy drivers mean that the council’s current provision of residential and nursing care would not be sustainable in the future. The current model would not deliver the required levels of service within available resources.
“This option has considerable potential and is in line with the council’s commissioning approach and the Social Services and Wellbeing (Wales) Act 2014.
“Retaining the current workforce is a high priority as the skills and experience of the highly trained staff will give a continuity of care and support for our residents in Powys.
“I know that the potential change to the management of the homes will be a source of anxiety to residents, staff, families and carers in the community, and alongside Bupa we are doing our upmost to ensure that everyone is informed and updated in a timely and sensitive manner.” Ends.

Powys Wellbeing of Future Generations Population Assessment - Give Your Views
As one of the requirements of the Wellbeing of Future Generations (Wales) Act 2015, Powys’ Public Service Board (PSB) is required to prepare an ‘Area Plan’ which will set out the key priorities and changes for local public services in Powys. This ‘Area Plan’ will supersede the existing ‘One Powys Plan’.
This provides a crucial opportunity for voluntary organisations and community groups to influence the priorities set for Powys so that they meet the needs of the individuals and communities you work with.
The actions that will eventually be included in the Area Plan have to be based around evidence of need from Powys citizens and communities. This evidence is currently being sought and compiled.
If your organisation, or the people it supports, have views about the future needs for public services in Powys, please complete the attached form and return it to business_intelligence@powys.gov.uk
The draft wellbeing assessment will be prepared by November 2016, and will then be subject to further scrutiny and challenge at two stakeholder days, on 15 and 16 November 2016 at the Royal Welsh Showground, Builth Wells. You can book to attend either of these days at

Invitation to the launch of Responsible Finance
Responsible Finance is working to create access to finance for citizens and enterprises who are not well served by the current big retail banking regime. In the context of reducing public funds this work is of real importance to citizens, communities, coops and social enterprises.
Sponsored by Jane Hutt AM
Wednesday 12th October 2016 From 5.30 – 7.00pm Venue – Senedd, Cardiff Bay
Responsible Finance want to introduce you to the finance providers in Wales that are driving growth and prosperity in all local economies. They are celebrating a new horizon in the development of the fair, responsible finance industry and a new exciting ambition to bring affordable and trusted loans to the people, places and businesses of Wales.
Responsible Finance is the new name for the Community Development Finance Association (CDFA). Their members are delivering vital finance to those who cannot access mainstream services. Last year they contributed £0.5billion to the UK economy, and had a major impact on the lives of tens of thousands of consumers and entrepreneurs.
Responsible finance is an approach that offers unique social and economic benefits to some of the most deprived regions. Their launch will provide an opportunity to meet some of those who have been able to start or grow their business thanks to responsible finance, as well as those who are providing that support where it is most needed.
