Update on NHS 111 Wales Implementation and Shropdoc

One of our priorities during 2018 will be to put in place our plan for the roll-out of the NHS 111 Wales service across Powys. NHS 111 Wales will provide a “one stop shop” service that combines GP Out of Hours with the NHS Direct Wales service. This means that patients don’t need to decide whether to call their GP Out of Hours Service or NHS Direct – instead they can ring 111 to get easy access to health information and advice if they are ill and unsure what to do. 

NHS 111 Wales was first put in place in ABMU Health Board (Swansea, Neath Port Talbot and Bridgend) in October 2016. In May 2017 it was extended to Carmarthenshire. November 2017 saw the first NHS 111 Wales implementation in Powys when Ystradgynlais Medical Practice switched over to the integrated service. 

Our aim is to put in place NHS 111 Wales across Powys from spring 2018. Our current contract with Shropdoc (the organisation providing out-of-hours primary care medical services for Shropshire, Telford & Wrekin and most of Powys) ends in the spring. This makes it an ideal time to work with them and other partners on a managed transition to a future model for out-of-hours primary care linked to the new NHS 111 Wales service. Our future approach will also include a new model for face-to-face out-of-hours services working seamlessly with NHS 111 Wales. 

Commissioners in England are also progressing their planned procurement, which is work that has been under way since 2016. 

You may be aware that Shropdoc has faced some financial challenges during 2017. We have been working with Shropdoc (and with Shropshire Clinical Commissioning Group and Telford & Wrekin Clinical Commissioning Group) since the summer to support them whilst they address those challenges. Together we have been supporting Shropdoc to make internal changes which will help address the financial pressures without impacting on patient care, and the organisation is optimistic these will be successful. Shropdoc, the CCGs and ourselves are committed to making sure the service continues to provide appropriate level of quality care during the transition. 

Understandably, we want to assure patients that our priority is to ensure that local people have access to out-of-hours primary care if they need it. A key area where patients can help us by making sure that they order repeat prescriptions in plenty of time from their practice, so that out of hours is used to help people whose need is more urgent. This is particularly important during the festive season we would encourage patients to ensure they order repeat prescriptions well before bank holiday weekends. Over the coming weeks we will keep you updated on our plans for implementing NHS 111 Wales from Spring 2018, and we welcome your views.

Powys Wellbeing Plan - BME Focus Group

As part of current consultation upon Powys' draft Wellbeing Plan, Ethnic Minorities and Youth Support Team Wales (EYST) is holding a focus group for minority ethnic people living in Powys to have their say how to improve their wellbeing as residents in Powys.

We have two courses running in February 2018. Details are as follows.

Budgets, Cash Flow Forecasting and Management Accounts

Monday 19th February (half day)

Cost: £10 (PAVO members), £20 (Non PAVO members/Third Sector), £30 (All other/individuals)

Aims:  This course focuses on understanding and developing budgets, cash flow forecasts, and management accounts

By the end of the course, participants will:
Understand what a budget is and how to develop one
Learn how you can use budgets to support funding requests
Be able to understand, plan and develop a cash flow forecast.
Understand what management accounts are and why they are useful.


Being a Trustee

Tuesday 20th February (full day)

Cost: £20 (PAVO members), £40 (Non PAVO members/Third Sector), £60 (All other/individuals)

Content:  Being a trustee is a responsible voluntary role and one that comes with duties and responsibilities. This course will take you through the legal responsibilities you have when you are a trustee as well as your role and the responsibilities you have towards your organisation.

By the end of the session, participants will be able to:
Understand what it means to be a trustee, who can be one and what roles and responsibilities trustees may have

Appreciate what trustees can be liable for, and know how to limit potential risks

Understand the principles of good governance, the roles of specific officers, and the difference between a trustee board and its subcommittees

Have an overview of what is needed for effective trustee recruitment and induction.

Welsh Government Migrant Support Organisations Mapping Exercise

The Welsh Government is aware that Brexit is causing some anxiety amongst many migrant communities in Wales. Officials from the Equality Team are drawing up as comprehensive a list as possible of migrant support groups / associations / clubs, so they can better reassure residents about their status, communicate new information once we know it and build better links with those supporting these Welsh community members.

Officials are focusing on EEA groups but as Brexit may have an impact on all migration into the UK and other nationalities might also be experiencing uneasiness about the future, they are including organisations which represent migrants from other countries too.

Depression Busting Course in Newtown

Gofal’s Journeys are running a Depression Busting Course in Newtown, Powys in February in partnership with Hafal and Cyfle Cymru Peer Mentoring service. The course will run over 2 days Monday 26th and Tuesday 27th February 10.00am - 4.00pm

The aim of the course is to enable people to manage depression. It gives the opportunity to develop strategies for self-management as a means of maintaining long term health and wellbeing. Places are available to anyone over 18.

Community Pain, Fatigue & Sleep Management Programme

It is a group course consisting of 3 sessions of 3 hours and is run in various locations around Powys including: Bronllys, Ystradgynlais, Builth, Knighton, Machynlleth, Newtown and Welshpool.
Each session will have a maximum group of up to 12 people.
The course is run by a Clinical Nurse Specialist (Non medical prescriber) who specialises in Chronic Pain, Fatigue and Sleep Management.

Having you attended an Emergency Department - Recruiting Patients & Carers Project

A partnership of researchers, clinicians, managers and patients, led from Cardiff University Division of Population Medicine, is undertaking an NHS-funded study to evaluate different models of using GPs in Emergency Departments.

They are holding a Stakeholder Event, in Central Bristol, on 27 February 2018 and would like to recruit patients and carers with experience of attending an Emergency Department to contribute to our meeting.

 Your organisation works with patients who may have needed emergency care for symptoms which were non-life threatening or life changing.

Mid Wales Public and Patient Forum

The Mid Wales Healthcare Collaborative (MWHC) was originally set up for a two year period which was then extended for a further year to ensure a smooth transition to a new arrangement for Mid Wales. The terms of reference for a new Joint Committee for Health and Care were agreed by MWHC Board on 5th December. Part of the new arrangement will be the

Who should come to NHS Hack Days?

· If you’re from a background which isn’t well-represented in most geeky meetups, come along – we want to make a difference.

· If your day job isn’t code, come.
· This isn’t a group of experts, just people. We are interested in the social and technical problems.
· This is a support group. No-one knows what they are doing.

"…A hackathon (also known as a hack day, hackfest or codefest) is an event in which computer programmers and others involved in software development, including graphic designers, interface designers and project managers, collaborate intensively on software projects. Occasionally, there is a hardware component as well. Hackathons typically last between a day and a week. Some hackathons are intended simply for educational or social purposes, although in many cases the goal is to create usable software…"

That sounds a bit scary. It isn’t.

Hack Days are a fun way to brainstorm collaboratively and come up with quick solutions. Making actual "products" isn't necessarily the aim; it's about having a great time, learning something and meeting some brilliant people. The main advantage of Hack Days is having people with a wide range of skills all in the same room and working together, something which may not be achieved quite so explicitly during day jobs in software development.

What makes NHS Hack Days different is that we are committed to welcoming people who don’t necessarily have computer skills to our events. We want everyone with any interest whatsoever in healthcare technology: healthcare professionals, patients and their relatives, representatives from charities, and anyone else who wants to help out, or even just to see what we’re doing. Notably a career researcher in chemistry came along to one of our recent events by accident thinking it was a day of lectures, but he was persuaded to stay anyway and ended up being part of the winning team!

Community Health Councils (CHCs) across Wales are currently looking for people who have an interest in health services to become CHC members. They are looking for volunteers from all walks of life - to help us improve the NHS locally and nationally. CHC members are local volunteers who act as the eyes and ears of patients and the public; listening to their concerns and working with the health service to improve the quality of patient care.

Consultation -A Major Trauma Network for South and West Wales and South Powys

A consultation is currently under way on proposals to establish a Major Trauma Network for South and West Wales and South Powys. This would include designating University Hospital of Wales in Cardiff as a Major Trauma Centre.

Developing a Major Trauma Network for South and West Wales and South Powys aims to improve survival, improve quality of life and reduce long term illness and disability for people following major trauma injuries. These injuries may include gunshot & knife wounds, serious head injuries, industrial accidents, serious falls (e.g. with head injury), multiple injuries resulting from road traffic accidents, and mass casualty events.

North Powys already benefits from being part of a Major Trauma Network covering North West Midlands and North Wales, including the Major Trauma Centre in Stoke and Trauma Unit in Shrewsbury.

Please note that this new network will primarily affect Brecknock and Radnorshire, as Montgomeryshire is already served by the Major Trauma Network for North Wales and North West Midlands.

CSSIW announces Adult Social Services Review – for January 2018

The Care and Social Services Inspectorate Wales (CSSIW) has informed Powys County Council that it will undertake an inspection of Powys County Council Adult Services starting on 22 January 2018.

The inspection will focus on how adults, their families and carers are empowered to access help and care and support services and on the quality of outcomes achieved for adults, their families and carers in need of help, care and support and/or protection. The inspection will also evaluate the quality of leadership, management and governance arrangements in place to develop and support service delivery. It is the first comprehensive inspection of Adult Services since 2015.

A report of the findings will be published by CSSIW and provided to the Minister for Health and Social Services.

We understand that the inspection will begin week commencing 22 January 2018 and approximately two weeks.

Powys County Council have already developed a comprehensive and costed improvement plan for adult services, in advance of the inspection. This is similar to that submitted to CSSIW for children’s services.

Welsh Government and the Welsh Local Government Association (WLGA) has offered help to Powys in taking forward its improvement plans.

We will keep you informed about any other developments.

Christmas Day Lunch - Brecon

This year we will be hosting a Christmas Lunch for our elder residents in Brecon, who aren’t able to cook or don’t want to be alone on Christmas day. 

The Castle of Brecon Hotel has kindly donated the space for the event, which will run from 12pm until 2pm.

If you would be interested in going along for some food, company and mince pies, or know someone who may like to attend please contact Alina O’Connor at The Castle on 01874 624 611 to reserve a place.

The Event will be free of charge and will run on donations and some good old Christmas spirit!

If you would like to make a donation, are interested in volunteering on the day or think you can help in any other way please get in touch!

Gwirvol Youth Led Grants Still Time To Apply

Small grants up to £600 are available form PAVO to run a project that provides volunteering opportunities for young people aged 14-25 years.

The young people can be from an existing group or just young people coming together to run a project of their own choosing. The application must be written by a young person.

Past projects have included organising fundraising events to support local charities, local environmental schemes, and improving facilities for older people.

A panel of young people from Powys will assess the applications.

Consultation on the Powys Wellbeing Plan

Powys’ Public Service Board (PSB) has launched a 12 week public consultation upon the final draft of Powys’ Wellbeing Plan. The Plan sets out long term priorities for improvements in Powys, and is the beginning of a strategic planning process to run until 2040 under the requirements of the Wellbeing of Future Generations (Wales) Act.

The new plan will be the over-arching plan to inform and guide all other public sector and partnership plans in Powys and will replace the present One Powys Plan. It sets out 15 key well-being issues that the Public Service Board wants to focus on to improve the well-being of residents of Powys: Adventure Tourism; Apprenticeships; Branding of Powys; Communicating with Partners; Communities; Digital Infrastructure; Emotional Health; Engagement; Environment; Home Support; Lifelong Learning; Lobbying for transport investment; Monitoring our steps; Seamless services; and Transport.

The consultation seeks your views on whether these 15 topics are the right areas to focus upon and whether you feel there are specific actions that are important to take to deliver against them. The final version of the plan will be important to voluntary groups and community organisations as it will influence the actions taken (and funding used) to deliver against many of issues of concern to our Sector and the individuals we work with. Once the Plan is agreed then multi-agency partnership groups will be established to develop and take forward the detailed actions needed.

PAVO will be putting on a number of opportunities at forthcoming meetings and events between now and February 2018 to give you an opportunity to give your views. PAVO shall also be putting together a response to the consultation on behalf of the Sector and we will be seeking your views to inform this.

On September 25th the Chief Statistician published the first ever annual Well-being of Wales report. The report is comprised of a narrative on our progress against each of the seven well-being goals alongside reports for each of the 46 national indicators drawing on our StatsWales open data.

They want to ensure they are improving through listening to user feedback. They’ve therefore launched a survey seeking your feedback on the content, usability and structure of the report. They’d also like to know how you might use the report in your day to day work.

Please take the time to fill in the survey and helps us improve in the future.

The survey will close on 2 February 2018.

Aim: To enable participants to gain an understanding of adult abuse and neglect in both domestic and care settings; its nature, extent and impact, and possible causes. For participants to feel greater confidence to recognise signs of abuse and neglect and coercive and controlling behaviour and to raise concerns where needed. To have knowledge of staff responsibilities to raise concerns and an understanding of what happens once a concern is raised.

Key Learning Outcomes: To allow participants to explore their values in relation to adults with health and social care needs and their attitudes towards abuse.

To understand the importance of person centred, outcomes focused safeguarding work.

To ensure that staff involved in supporting people in the community and care settings across all sectors are aware of different types of financial abuse, including capacity; the groups most vulnerable to abuse; the range of people who might perpetrate such abuse; their responsibilities to act to prevent financial abuse and to report it where it is suspected.

Do you support people affected by cancer through loss, dying and bereavement? - 
This free 2 day workshop will help you to develop your understanding of the feelings associated with loss, dying and bereavement. There will be a chance to explore the meaning of loss, the needs of someone dying or experiencing loss and bereavement. You will also consider what needs a supporter might have.

Using this developed understanding, you will explore how you can apply this in your own supportive role.

Who is it for? - People who are interested in, or are currently involved in, supporting people affected by cancer through loss, dying and bereavement.

What will I get out of it? - 
A deeper understanding of the needs of the dying and the emotions around bereavement, through your own experiences of loss and bereavement.

Please be aware that all participants will be asked to think about their own experiences of loss and bereavement.

What is covered? - 
During the 2 days you will explore:

· The concept of loss and the different types of losses people experience
· Loss and change – a personal time line
· Cancer and loss
· Death as the elephant in the room
· Theories around Loss and bereavement

People aged 65 and over urged to get protected against flu

People aged 65 and over in Wales are being urged to get their free NHS flu vaccine. Vaccination is the best way to protect against this potentially serious illness.

Public Health Wales is reminding people aged 65 and over that they are more at risk of complications if they catch influenza (flu) than the general population. Flu can be a serious illness, leading to complications like pneumonia, and every year people in Wales end up in hospital or intensive care units with flu. What’s more, last year, more than half of all confirmed cases of influenza in hospitals in Wales were in people aged 65 and over.

Latest vaccine uptake data shows that many older people in Wales – just over half of those aged 65 and over - have already had their flu vaccine this year. But those who haven’t had the vaccine yet this winter remain at risk, and are encouraged to get vaccinated as soon as possible for the best protection.

Angharad Phillips of national charity Age Cymru urges people to listen to the experts, and added: “Influenza is still a very real health risk to us all, but especially for those of us who are older. This is why the NHS funds people aged 65 and older to have a flu vaccination every year.

“As we age our immune system becomes less efficient at protecting us and so we should take every precaution we can against a disease that often causes horrendous complications, and can prove fatal to older people, particularly those that have pre-existing health conditions.

“Flu vaccine is the best protection we currently have against flu, and those aged 65 or over should protect themselves with a free NHS flu vaccine.

“At Age Cymru we promote uptake of the free flu vaccine every year as part of our own winter health and resilience campaign. We ask that people ‘Spread The Warmth’ to older people and not the flu! Get protected and protect others at the same time.”

Most NHS flu vaccines are given in GP surgeries, but the vaccination is also widely available for adults in many community pharmacies across Wales.

Ann Williams from Llanfyllin, and Chair of Llanfyllin Medical Practice Patient Participation Group, has added her support to this year’s campaign:

"I have had my free annual flu vaccination ‎and I would encourage everyone over 65 to do the same. As we get older our immune system may not work as well, which makes older people more at risk of serious illness if they get flu. Everyone aged 65 and over can have a free annual flu vaccination from their GP Practice and from participating pharmacies."

Former Welsh rugby star Phil Bennett echoes the professionals’ calls: “If you’re 65 or over like me, I would encourage you to have your flu vaccination as soon as possible. It’s very straightforward, takes a few minutes but lasts for months and gives you important protection from a potentially debilitating illness. Most GP surgeries hold regular flu clinics so it’s just a matter of checking when the clinics are and getting it done – it couldn’t be easier.”

The influenza virus is spread via droplets which are sprayed into the air when an infected person coughs or sneezes. Direct contact with contaminated hands or surfaces can also spread infection. The virus can spread rapidly, especially in closed communities such as hospitals, residential homes and schools.

Gofal’s Journeys are running a Depression Busting Course in Newtown, Powys in February in partnership with Hafal and Cyfle Cymru Peer Mentoring service. 

The course will run over 2 days Monday 26th and Tuesday 27th February 10.00am - 4.00pm

The aim of the course is to enable people to manage depression. It gives the opportunity to develop strategies for self-management as a means of maintaining long term health and wellbeing. Places are available to anyone over 18.
