PTHB puts in place alternative services to neurology services at The Shrewsbury and Telford Hospital NHS Trust

Powys Teaching Health Board has taken prompt action to put in place alternative services for its patients after being advised by The Shrewsbury and Telford Hospital NHS Trust (SaTH) that new referrals to neurology services at SaTH hospitals will be temporarily unavailable from 28 March 2017.

Neurology appointments are temporarily unavailable to new patient referrals from all of the Trust's catchment across Shropshire, Telford & Wrekin and mid Wales.

Neurology deals with conditions affecting the nervous system, including the brain, spinal cord, nerve, muscle and their connections.

The following services are affected:

- New referrals for neurology appointments at SaTH (including at the Royal Shrewsbury Hospital and Princess Royal Hospital).

- This relates to SaTH, so will primarily affect people living in central and eastern Montgomeryshire.

The following services are not affected:

- Existing referrals for treatment at SaTH (e.g. if you have already been referred for an appointment).

- Follow-up appointments at SaTH.

- New referrals and follow-up appointments with other providers (e.g. for residents of other parts of Powys).

What alternative services are in place?

Whilst these temporary measures are in place, Powys Teaching Health Board is working with other providers including The Royal Wolverhampton NHS Trust, which runs the New Cross Hospital, to provide an alternative service.

What do I need to do?

- Patients being referred for neurology appointments do not need to take any action.

- Emergency care remains unchanged.

- If you have already been referred to SaTH, or are receiving follow-up appointments, then your care and treatment is unaffected.

- If you are being referred for new care and treatment for neurological conditions then your GP (or other referring clinician) will explain the alternative service that is in place and refer you to the alternative service.

The North Locality Management Team are informing GPs in the locality about the process for making referrals to the temporary service.

How long will the temporary arrangements be in place?

This temporary measure will come into effect from 28 March 2017. The Shrewsbury and Telford Hospital NHS Trust will review this over the next six months.

Why are these neurology services at SATH closed to new referrals?

The Neurology Service at SaTH has experienced some difficulties in managing the demand of referrals.

Carol McInnes, Assistant Chief Operating Officer for Unscheduled Care at SaTH, said:

“The temporary suspension of Neurology Services to new referrals is not a decision we have taken lightly. The service has been under considerable pressure due to workforce constraints for some time.

“SaTH currently has two Consultant Neurologists supported by one Locum. Despite the Trust’s best efforts, we have so far been unable to secure additional full-time or Locum capacity.

“This is a temporary measure and the operational team is fully committed to developing a sustainable solution for the service. SaTH will be using this period to establish a substantive solution.

"I would like to apologise for any inconvenience this may cause people."

Hayley Thomas, Director of Planning and Performance at Powys Teaching Health Board said:

“We recognise that this interim arrangement is not ideal for Powys residents, but the alternative service does meet the high standards expected from any NHS provider and patients will continue to receive excellent standards of care.

“We would also like to thank The Royal Wolverhampton NHS Trust for their support to us and to Powys patients at this time. We hope that this temporary measure will allow SaTH time to address the pressures it is facing, and to resume delivering this service for Powys residents as soon as possible.”

Vision for Health and Care in Powys to 2027 and beyond

Powys teaching Health Board are delighted to publish the integrated Health and Care Strategy for Powys, following approval by Powys County Council Cabinet and Powys Teaching Health Board earlier this month.

It builds on thousands of conversations between the people of Powys, Powys Teaching Health Board, Powys County Council and key partners over the last year.

These are challenging times, particularly with the prolonged period of austerity and the changing needs of the people of Powys. We know that people in Powys live longer and healthier lives than elsewhere in Wales. We also know that Powys is a place where we aspire to help improve the wellbeing of all people. This is why this strategy seeks to enable children and young people to ‘Start Well’, for people to ‘Live Well’ and older people to ‘Age Well’.

Whilst it doesn’t describe the detail of the developments at this stage—which will follow during 2017/18—it does outline the direction we feel is important to take. Promoting wellbeing; offering early help and support to people; tackling the big four diseases that limit life (cancer, circulatory diseases, mental health, respiratory diseases); and providing joined up care are the key areas that we suggest become priorities for action. This means that we will spend more time and effort helping people to stay well, to help them act early to prevent ill health and get support, and where care and treatment is required that we work with people to ensure care is joined up and based on what matters most to the individual.

We also want to provide as much health and care as possible in Powys. There has been real success over the last few years with the introduction of new services, and we feel that—with the development of new technology, for example—we could do more in Powys. We know that some people will continue to need to travel for services out of county, but we will focus on improving access wherever possible.

We would like to thank everyone who has helped to shape this strategy so far. Our priority over the next few weeks is to develop the programme for 2017/18 for working with communities and partners to begin to translate this strategy into local delivery. We look forward to sharing more details during June, and working with you during 2017/18 to put this into practice in towns and communities across the county.

World Autism Awareness Day (WAAD) 2nd April 2017

April is world autism month aiming to raise awareness about individuals with an Autistic Spectrum and encourage early diagnosis and early intervention. This will commence with the ninth annual World Autism Awareness Day is April 2, 2017. To raise awareness of autism we would encourage you to wear something blue or a blue ribbon in honour of WAAD:

Raise awareness of autism in Powys.

What can you do to support WAAD?

· Organise an event on WAAD, April 2, 2017. The event can be anything of significance, for instance, visit a school and read to children with autism, local awareness raising activities, organise informational events for parents of children with autism or simply voice your support of WAAD publicly.

· Visit the www.worldautismawarenessday.org or National Autistic Society http://www.autism.org.uk/get-involved/world-autism-awareness-week.aspx websites to find further inspiration on how to support WAAD.

· Make an announcement in your area reinforcing April 2nd as World Autism Awareness Day or the month of April as Autism Awareness Month.

Tobacco control news: Help Me Quit brand launch – 19th April

Forthcoming changes to NHS stop smoking services in Wales, designed to make it easier for more smokers to get the help they need to successfully quit.

You may be aware that the Welsh Government set an ambitious target to treat 5% of smokers in Wales through NHS stop smoking services and to reduce the prevalence of smoking to 16% by 2020. In order to help achieve these targets, the Tobacco Control Strategic Board’s Smoking Cessation Sub-Group is leading development of an integrated system for stop smoking services. The first step is to launch a single brand for all services in Wales, called Help Me Quit.

The attached briefing outlines more detail around the Help Me Quit brand, products and launch campaign which will start on 19th April 2017 with television advertising.

Help ensure we collectively give the biggest number of smokers in Wales the best chance of quitting.

‘Pobl y Dyfodol’/'Our Futures People'

Severn Wye recently secured funding from Arwain to deliver support to secondary school students across 10 schools in Powys. The project educates students around energy efficiency, sustainability and the wider green economy and also delivers two ‘Your Green Futures’ events, which bring together over 400 students (at each event) and local businesses to discuss sustainability and employment opportunities within the green economy.

To help us deliver the project they need to establish a Local Delivery Team, consisting of key stakeholders across Powys from organisations such as Rotary Club, careers/skills development, university and colleges; and others such as local authority staff – e.g. Sustainability; Economic Development; and Education staff.

The attached letter explains what is involved in partaking in the Local Delivery Team (LDT). If anyone wishes to join the team or knows a colleague who would be interested in contributing, please email me (owenc@severnwye.org.uk) as soon as possible.

They are delivering one event in South Powys and one in the North. They need to establish the LDT ASAP, as they wish to hold the first meeting in early April.

'No One Should Have No One' - End Loneliness Event

Action on Elder Abuse Cymru - Steering Group positions available

Action on Elder Abuse Cymru has been in operation since June 2015 and is part of the UK wide charity which has been providing support to older people and campaigning to stop elder abuse for over 20 years. Our vision is a society which values older people and one in which they and other adults can live free from abuse perpetrated by those in whom they have an expectation of trust. Where such abuse occurs we seek an environment in which it can be quickly identified and addressed.

AEA Cymru is looking for people passionate about protecting vulnerable adults to become members of our steering group. The group's purpose is to provide strategic direction and to support AEA Cymru in delivering our services by providing advice and offering expertise. Last year they ran a successful national conference on financial abuse and later this year they will be launching their bilingual helpline to compliment the existing provision. This is an exciting time to be involved with AEA Cymru to help establish our presence in Wales. Meetings will take place three to four times a year but there may also be some input via email or Skype. They are looking for people who are committed to improving the lives of older people and either have experience or an interest in adult safeguarding or elder abuse.

Powys Third Sector Service Provider Forum 3 May - Coproduction, Let's help it happen

The next meeting of the forum will take place on 3rd May at Hafod a Hendre, Royal Welsh Showground, Llanelwedd. This will provide an opportunity to gain a mutual understanding of what the Council and Health Board plans are for 2017 onwards. Also, third sector organisations will be able to showcase what you do & offer.

The intention is to focus discussion around the localities in which the new Powys Community Connectors are being placed(Brecon, Knighton/Presteigne, Llanidloes, Llandrindod/Rhayader, Machynlleth, Newtown, Welshpool, Ystradgynlais & Llanfyllin) and with the Prevention & Early Intervention strategy in mind.

The afternoon will provide an opportunity to learn more about the new Powys Community Connector service (see attached info) and how it could support your services and how best to work with it. Also, we have been invited to consider the possibility of the Third Sector Service Provider Forum also serving as the Social Value Forum for Powys, as required by the Social Services & Well Being Act. This would mean agreeing terms of reference and exploring possibile alternative models of delivery for health & social carer services.

Powys Community Health & Wellbeing Coordination Service

The Powys Community Health & Wellbeing Coordination Service helps people in Powys (aged 18+) and their families or carers, to access community-level services and activities that will help them maintain independent lives and which help prevent their circumstances deteriorating to a point where they might need higher level health or social care services. The service can also help support people when they return to home from hospital by helping other Third Sector services, such as Red Cross, identify additional local services that may be needed.

To meet this need PAVO has been providing an independent Third Sector Broker Service for Powys operating out of Powys People Direct; Powys County Council's (PCC) single point of access contact service for individuals needing support from social services.

PAVO has now changed the service to become the Community Health and Well-Being Coordination Service and it is now also being provided at a community level in many areas of Powys by locally based Community Connectors, as well as through the central point of contact in Powys People Direct. Anti poverty lead - National Minimum Wage

Raising awareness of the NMW is fundamental to ensuring that workers get what they are legally entitled to be paid. HMRC know that employers often make genuine mistakes in calculating the NMW rates and are tackling the employer side separately. HMRC are looking to try to raise awareness among minority groups of workers who may not know they are being paid below the NMW or even what to do about it if they are.

HMRC are currently working on a national campaign to raise awareness of the National Minimum Wage and National Living Wage as the rates for both increase on 1 April 2017. The HM Revenue and Customs (HMRC) and Department for Business, Energy and Industrial Strategy campaign will be running in March.

Small Grants Scheme - Brecon Rotary Club

Brecon Rotary Club want to hear from local groups and organisations that can do a lot of good with a little extra money.

The scheme is aimed at encouraging funding applications from local charities and other organisations supporting community life in and around Brecon which could benefit from a modest grant of up to £500.

They intend to be open-minded about the types of activities they will support so long as the project or programme responds to a community need in or within the catchment area of Brecon Rotary Club and meets its criteria on the giving of grants.

Inform how NHS Wales online presence could take shape

Online digital platform – user research
Following a Healthcheck review a new vision has been developed for how NHS Wales’ online presence could take shape.

The aim is to develop an online digital platform for Health and Well-Being in Wales which would:
Provide patients with a new, digital way of accessing health and care services
Promote ‘NHS Wales’ online as a single identity
Provide a mechanism for both citizens and professionals to access up-to-date, quality-assured health and care information on a ‘Once for Wales’ basis

To help inform this work, we have commissioned a digital agency, Zone, to undertake ‘discovery’ work, consisting mainly of user research activities. They would like to engage with a broad range of users via two surveys:

This year is the third time they have run their Care Provider Summit. They hold it each year in partnership with Care Forum Wales, and it provides a space for independent care providers alongside third sector providers to discuss the significant issues of the day. They are holding sessions on person-centred care, neighbourhood approaches and the use of technology, which will be relevant for almost all your members that provide care. In addition we are hearing from the Minister for Social Care, alongside the Chief Inspector of CSSIW and the Chief Executive of Social Care Wales. It will be a very informative day, and it would be great to have representation from the CVCs present.

Annual Conference, 23rd March (Cardiff)

Their Annual Conference returns this year, focusing on the serious challenges facing the housing and support sectors. They will be hearing from the Cabinet Secretary responsible for housing, and have a wide range of workshops looking at supported housing management, the LHA cap, welfare reform for under thirty-fives, staff retention and much more. These issues will be challenging the third sector for years to come, and this provides an opportunities for CVCs to engage widely and work together with housing on the solutions.

The Second Powys Dementia Network - 29 March 2017

The Second Powys Dementia Network meeting has been set for 29 March 2017 in Brecon, Powys.

Following feedback from the last meeting, it was requested that we hold a full days event to enable more time for Networking. Registration will be at 9.30 and the day should run until 4.00 p.m. Refreshments (including light lunch) will be provided on this occasion. Dementia Awareness Day - 17 May 2017

During Dementia Awareness Week Powys Teaching Health Board are hosting a day for people living with dementia and their families/carers. The aim is to raise awareness of locally-available services to facilitate people living well for longer, within their own home environment, as well as to an provide information about the support that is available to carers. Many people are reluctant to seek advice or visit their GP surgery for fear of what may happen if they are given a diagnosis. If we raise awareness it may encourage people experiencing memory problems, or their family to attend their GP surgery. In Health we would like to emphasise that the focus is on “managing the dementia rather than dying with dementia”.

The venue for this event will be Llys Glan Yr Afon, at Newtown and will run from 10am – 4pmon 17th May 2017.
PtHB would like to invite you to be a part of this initiative and provide information about the services your organisation offers to support people to live well in their own homes. Tables are provided, however, if you prefer to use your own stands or display boards please bring them along with you.

The day is free to organisations to attend and it has the potential to be a great way of promoting your services to the public.

Refreshments will be provided.

Powys whole system approach through integrated team working (Health, Social Care, Third Sector

Health and social care professionals from Powys County Council, Powys Teaching Health Board and the Powys Association of Voluntary Organisations are embarking on an integration project using the Vanguard Method in Brecon.

Working with Vanguard Cymru, staff will review and potentially redesign community services for older people. Vanguard work with organisations in order to enable and support transformation to lean systems, reducing bureaucracy and waste.

Already working in a volunteer co-ordinator role, you will have experience of co-ordinating services, together with an understanding of Health and Social Care. Reporting to our Volunteering Service Manager (VSM) you will support them with the on-going delivery and co-ordination of existing and new Macmillan Volunteering Services including the recruitment and training of volunteers, the referral process and volunteer support. You will provide operational assistance with referral pathways to the services to be delivered including covering for the both the VSM and Lead Volunteers as necessary. You will work to enhance the quality of Macmillan Direct Volunteering Services schemes to deliver emotional and practical support to people affected by cancer and ensuring they are sustainable over the longer term.

Your track record in successfully co-ordinating and supporting volunteering projects working directly with vulnerable service users, coupled with your understanding of health and social care, will enable you to meet the complex support and safeguarding needs of multiple volunteers and service users and ensure best practice is embedded in all stages of each service. You will have experience of using IT systems to update records and produce reports.

Dementia : One Simple Thing

Over the next few weeks Community Health Councils (CHCs) across Wales will be asking people whose lives have been touched by dementia, or anyone who is a care giver, one simple question: 
What could the NHS do better to support people, as well as their families and their carers, living with dementia? 
They will be using a variety of methods to reach people including Twitter, a smartphone app, SMS text, face to face discussion, Freepost and a dedicated answerphone. 
They believe that the result will demonstrate the powerful voice of people with real experience of dementia and that it will have a genuine influence on the development of the Welsh Governments plans for a Dementia Strategy for Wales.
