Free Part-Time Access Course from The Open University in Wales
Do you know learners who are ready to take the first steps into higher education?
To open up higher education, The Open University in Wales is offering a number of free places on the People, work and society Access course for people living in targeted postcode areas* in Wales. This project is funded by the three Reaching Wider partnerships in Wales.
These courses are delivered part-time through distance learning, and are very flexible for learners.
After completing the Open University course, students will be able to either continue their studies with The Open University or will be guaranteed an interview at one of the partner institutions.
Places for this project are limited so please pass the course information on to any learners who may want to apply as soon as possible.

Substance Misuse & Older Adults
Do you come in to contact with older adults who are affected by substance misuse?
Would you be interested in learning how to deliver specialist training in your local area?
Through our FREE training, you will learn how to deliver informative courses and support local services on how to recognise, respond and refer older adults who are experiencing substance misuse problems.

In Wales, the ageing population (over 50’s) is more pronounced than anywhere else in the UK and is forecast to increase to 41 per cent by 2020.
It has also been identified that this age group are more likely to experience substance misuse problems than any other age group, placing greater demands on health and social care services.
Drink Wise, Age Well report that 74 per cent of respondents (over 50’s) from their UK wide survey cannot correctly identify the recommended drink limits.
The APoSM report on Substance Misuse in an Ageing Population identified that 87 per cent of people in Wales aged 65 plus report regularly taking prescribed medicines for a year or more.

which does Arts and Heritage work in Mid Wales. We own two buildings on the
outskirts of Rhayader, one of which is Rhayader Museum and Gallery. We need a Finance Officer and Fundraiser to support the Directors in routine finance and accounting tasks as well as fundraising for the organisation. You will also be responsible for opening and closing the Museum and occasionally supervising experienced volunteers on Fridays.

Sage & Thyme Foundation Level Training Course
Powys Teaching Health Board, in partnership with care homes and the voluntary sector is introducing Sage & Thyme training, a method of teaching the communication skills required to provide psychological support to people who are concerned or distressed, by recognising, listening and responding to their concerns.
These half-day foundation level training is relevant to all staff who manage complaints, from the very informal at ward or departmental level, whether this be from patients or staff members, to formal complaints through the ‘Putting Things Right’ process.

Its aim is to support and challenge The Shrewsbury and Telford Hospital NHS Trust (SaTH), to help continually improve patient experience – from the treatment patients receive to the environment in which they are treated.
This is an exciting opportunity for the public to get involved with their two acute hospitals, and help us to represent their communities and improve the experience of our patients on their journeys through them. The patient representatives would work collaboratively with the Trust, and their role would include being involved in the co-design and production of quality improvement work streams, planning changes to service delivery and environmental changes to the Trust estate. As a member of our Readers Group you will be sent copies of patient information leaflets to help the trust to ensure that they are clear and easy to understand before they are published. Feedback from patients and the public is an integral part of the quality assessment process.
Members of the Readers Group will be sent on average 2–3 leaflets a month to read and comment upon and are given 10 days to check through them and return their comments. These comments are then taken into account when the final leaflets are produced.

The Role of LAs in adults' well-being at first point of contact
Nick Selwyn (Local Government Manager, Wales Audit Office) has forwarded on a study the Wales Audit Office is undertaking around the role of local authorities in considering adults’ well-being at the first point of contact and the subsequent assessment of need.
One aspect of the review is to undertake a survey of third sector organisations who provide help, support and assistance to service users and/or carers who have applied for and been assessed for assistance under the SSWBA 2015.

Chlamydia testing for Powys residents at Young People's Village, RWAS
For the second year running it is planned to offer chlamydia testing at the Young People’s Village at the Royal Welsh Show. The scheme is funded by Public Health Wales as part of a 2 year pilot of outreach chlamydia testing.
The pilot will be undertaken over a period of four days at the Young People’s Village during the Royal Welsh Show July 2018. School nurses will be offering the service supported by the wider Health and Wellbeing team. This will provide a great opportunity to raise awareness about sexual health in young people.
The offer of STI testing will be available only to Powys residents to ensure appropriate follow up in event of a positive test. Young people from other areas will be given information and support to access services in their own areas.
Tests will be self administered and the young people will be provided with an envelope to post to the Public Health laboratories in Cardiff. Positive results will be handled by the School Nurse Team Leader who will liaise with the young people to support them to arrange their choice appropriate health care and treatment.
The outcome of this pilot will be used to inform the Sexual Health Improvement plan for Powys Teaching Health Board as well as the outreach chlamydia testing work that Public Health Wales are undertaking.

We are delighted to announce that technical developments allowing information about relevant third sector organisations and services to be shared between infoengine and Dewis Cymru are now operational.
Infoengine is an online directory of third sector services in Wales. It is provided and supported by Third Sector Support Wales, a partnership of County Voluntary Councils and the Wales Council for Voluntary Action. It has over 4,000 services offered by voluntary organisations and community groups. This number increases daily.

Understanding well-being inequalities: Who has the poorest personal well-being?
New analysis from the Office for National Statistics published today shows that there are over half a million people in the UK experiencing the poorest levels of personal well-being. This means they have poor ratings across all four personal well-being measures: life satisfaction, feeling that the things they do in life are worthwhile, happiness and anxiety

Charity automatic disqualification rules are changing
Deadline at the beginning of August, don't get caught out by changes in the law
On 1 August 2018 the law is changing to extend the scope of who will be disqualified from running a charity. For the first time, these rules will also apply to some charity senior manager positions (chief executives, finance directors and those in equivalent roles).
Additional conditions for automatic disqualification of trustees will come into force and existing ones will apply to some managerial positions - whether paid or voluntary. Charities will need to check that existing trustees and staff are still eligible for their role (and are willing to make declarations to that effect).
In some cases, it may be possible to apply for a waiver for existing staff and trustees who stand to be disqualified under the new rules. Applications for such waivers should be made before 1 August 2018 to avoid automatic disqualification when the new rules come into effect.

This CPD accredited conference focuses on falls prevention and management in older people, reducing falls and harm from falls, and monitoring progress against the National Quality Standard. The conference will also discuss the NEW Quality Standard for Falls Prevention published in January 2017 as well as advice for implementing the Quality Statements in practice, and learning from National Falls Improvement Collaborative Sites.
“Falls cause distress and harm to patients and pressures on NHS services. Evidence from the Royal College of Physicians suggests that patient falls could be reduced by up to 25 to 30% through assessment and intervention.” *
Sessions throughout the day will focus on developing effective multidisciplinary assessment, reducing harm from falls and improving the use of post fall protocols for every patient and secondary prevention. The conference will also discuss key elements in the reduction of falls in your service including assessment of syncope and underlying health issues, developing personalised falls prevention care plans, , frailty as falls, falls prevention in acute, community and mental health settings, and improving the systems for falls monitoring and learning.

Smoking Ban in Hospital Grounds Meeting
Public Health Bill (2017) and new Smoke Ban Regulations coming into force in 2019
The Patients’ Council was invited to a meeting at the Felindre Ward at Bronllys Hospital recently to engage about a consultation that was recently launched by the Welsh Government dealing with a prospective smoking ban in all hospital grounds. As this will include acute mental health in-patient wards such as the Felindre Ward, it is important that people associated with the ward(s) voice their views in relation to this consultation.
The ban is due to come into force in Summer 2019, and this will give ward managers 18 months from then to ensure there are alternative measures in place to replace existing indoor smoking rooms, and that outdoor areas fall in line with the new rules. One of the proposed rules will prohibit an outdoor smoking area from being within 10 metres of any hospital building. This will mean that if there is no exemption for mental health wards it will be impossible for there to be a secure smoking area that people can use without staff members present and this creates other issues relating to staff health and secondhand smoke.
We will be working with the Patients Council to look at the possible impact of these rule changes, and how the hospital can offset the disruption and distress that it may cause to people on the ward and potentially other wards/mental health facilities across Powys. The Patients’ Council was invited to a meeting at the Felindre Ward at Bronllys Hospital recently to engage about a consultation that was recently launched by the Welsh Government dealing with a prospective smoking ban in all hospital grounds. As this will include acute mental health in-patient wards such as the Felindre Ward, it is important that people associated with the ward(s) voice their views in relation to this consultation.
The ban is due to come into force in Summer 2019, and this will give ward managers 18 months from then to ensure there are alternative measures in place to replace existing indoor smoking rooms, and that outdoor areas fall in line with the new rules. One of the proposed rules will prohibit an outdoor smoking area from being within 10 metres of any hospital building. This will mean that if there is no exemption for mental health wards it will be impossible for there to be a secure smoking area that people can use without staff members present and this creates other issues relating to staff health and secondhand smoke.

You are invited to attend the Welsh Government’s Armed Forces Covenant Conference.
The conference will provide all Armed Forces Champions (Local Authority, Local Health Board, Probation, Department of Work and Pensions and third sector organisations) with an opportunity to come together to determine improvements in delivery of joint services. Attendees will be able to share good practice and discuss opportunities for better information gathering, improved signposting and collaboration between all support organisations, providing advice and support to the Armed Forces community in Wales.
All Local Authorities have signed Community Covenants and so the conference will provide an opportunity for progress and good practice to be shared and future priorities discussed.
Registration will be from 10:00 – 10:45. The conference will commence at 10:45 and close at 15:15. Lunch will be provided.
As part of the event you will be given the opportunity to discuss issues with other Champions and support organisations, both locally regionally and nationally. A key note speech will be provided by Alun Davies AM, Cabinet Secretary for Local Government and Public Services.

Adult Thoracic Surgery Services in South Wales
You may be aware that Welsh Health Specialised Services Committee (WHSSC) is currently undertaking a review of the provision of thoracic surgery in Wales. In January 2018, the Joint Committee approved the recommendation made by the Thoracic Surgery Review Project Board to provide thoracic surgery from a single centre in south Wales. The Joint Committee also accepted the recommendation made by an Independent Panel to locate the single centre in Morriston Hospital, Swansea. This recommendation is now the subject of a period of public consultation which is running to 27 August 2018.
The creation of a single adult thoracic surgery centre for south Wales based at Morriston Hospital would not affect patients who live in areas that are already served by Morriston Hospital. This includes patients who live in the Abertawe Bro Morgannwg University Health Board (ABMUHB), Hywel Dda University Health Board (HDUHB) areas and those areas of Powys Teaching Health Board where patients receive their secondary care at either ABMUHB or HDUHB. These patients would continue to have their thoracic surgery at Morriston Hospital, Swansea.
However, the changes would affect patients who now have their thoracic surgery in UHW, Cardiff, and who would in future have their surgery in Morriston Hospital, Swansea. These are patients who live in the areas covered by Aneurin Bevan University Health Board, Cardiff & Vale University Health Board, Cwm Taf University Health Board and parts of Powys Teaching Health Board where patients receive their secondary care at one of these health boards.
However, it is important to remember that surgery itself is just one small but important part of the overall service patients will receive. The rest of the service will remain unchanged. For example, patients will still see their local respiratory consultant and have their diagnostic tests at the same hospital where they would currently.
